Title A Multi-Criteria Assessment Procedure for Outdoor Lighting at the Design Stage Type Journal Article

Abstract (down) This paper presents an attempt at a unified approach for the assessment of outdoor lighting solutions at the design stage. First of all, the lighting criteria for different types of outdoor lighting installations have been carefully described. Despite the differences in criteria, it is possible to find a common ground for the assessment of lighting solutions at the design stage. This is based on the need for the assessment of lighting solutions to be included in the requirements for the luminous environment, light pollution, and energy efficiency. The review and analysis of the standards and reports allows an experimental procedure to be created, the main aim of which is to find the best and most sustainable lighting solution for any outdoor situation. The procedure was tested by the example of an analysis of parking lot lighting solutions. In the case analyzed, 120 solutions were considered. It appeared that, in only 65 cases were the requirements referring to both lighting condition and light pollution met. Finally, based on the lighting energy efficiency assessment, ten solutions were selected as the most suitable. Furthermore, only one solution out of the ten was the most beneficial, taking into account the extra criterion of basic economic cost. The case study confirms that the assessment procedure allows the most beneficial solution to be selected, taking into account the luminous environment, as well as light pollution and energy efficiency criteria. The proposed multi-criteria assessment procedure may be used as a valuable tool by lighting designers to select the most beneficial solution in order to meet the needs of safety, visual efficiency, and comfort, as well as taking into account light pollution and energy efficiency restrictions.

Abstract (down) This paper presents a comparative study of differences in energy consumption while applying 2004 and 2014 releases of the CEN/TR 13201 standard for lighting designs. Street lighting optimal design and its optimization is discussed. To provide a reliable comparison, optimal designs for a given representative set of streets were calculated. The optimization was performed by newly developed software. As a test bed, a set of streets was selected with varying physical and traffic characteristics. The energy consumption was measured on the same set of streets both statically, which assumed the same lighting levels throughout night, and with a dynamic control, which adjusted lighting based on traffic intensity. For experiments with the dynamic control, one year of traffic intensity data were used. The findings confirm increased economical impact of dynamic control for the 2014 standard, which results in significant energy saving.

Abstract (down) This paper offers insight on the regulation of nocturnal behavior in burrowing sea urchin Echinometra mathaei of the Pacific. While it is known E. mathaei maintains nocturnal hours of activity (primarily grazing, burrowing, and locomotion), it is unknown whether this pattern follows a circadian rhythm or responds to local conditions of darkness. Varying light treatments were tested to determine potential manipulation of active behavior and explore potential for habitat destruction. Light manipulation was used to determine the role light sensory plays in the regulation of normal behavior. First utilizing gradual manipulation and later utilizing sudden manipulation to differentiate response to light stimuli. It was determined that while E. mathaei maintains nocturnal

activity via localized light sensory, manipulation of latent hours could not be significantly reproduced. It was found that while light manipulation can be responsible for simulating hours of activity, light manipulation cannot replicate latent hours. Upon exploration of predator response capability in E. mathaei following manipulation, it was found that individuals exposed to prolonged periods of artificial light had slower predation response times than individuals acclimated to a regular pattern of light exposure. These findings connect potential habitat degradation via grazing behaviors of E. mathaei to anthropogenic activity in Mo’orea, French Polynesia.

Abstract (down) This paper investigates the effects of urban heat island (UHI) on outdoor lighting systems in terms of GHG emissions: a novel methodology is proposed to assess the carbon footprint (CF) change of lighting services in built areas caused by UHI-induced ΔT with particular focus on the evaluation of the energy consumption. The methodology can be applied also to other activities affected by the UHI, such as HVAC and transport systems. In particular, ΔCF was introduced by a two-fold approach: the quantification of the CF change due to UHI (as difference between CF in an UHI-affected case and CF for an UHI-less case) and the CF change produced by a 1 °C temperature change. A focus on LED lamps was developed: the lifetime of LEDs exponentially decreases with increasing temperature and the luminous flux exponentially decays with operation time. UHI (i.e. the increase in ambient temperature) affects the lifetime and the luminous flux of lamps producing higher energy consumption and higher replacement rates. Results showed that a positive ΔT due to UHI produces a positive ΔCF, which also becomes economically relevant in long-term scenarios. A case study was analyzed by applying the proposed methodology to Rome outdoor public lighting.

Abstract (down) This paper focuses on the methodology for estimating total freight transport activity (FTA) for three countries — China, India and Saudi Arabia — with the objective of building on current state-of-the-art transportation modeling in three key areas: Studying the relationship between nighttime lights (NTL) and FTA allows for an estimation of full transportation datasets for countries where only a few observation points exist or where data is unavailable. Establishing the foundation for future work on how to use this approach in transport flow estimation (origin-destination matrices). Determining whether this approach can be used globally, given the coverage of the satellite data used. The paper uses the KAPSARC Transport Analysis Framework (KTAF), which estimates transport activity from freely available global data sources, satellite images and NTL. It is a tool for estimating freight transport activity that can be used in models to measure the impact of an accelerated transport policy planning approach. The methodology offers a solution to inadequate data access and allows for scenario building in policy planning for transportation. This approach allows for quick estimation of the effects of policy measures and economic changes on transportation activities at a global level. The paper also includes a detailed guide on how to replicate the methodology used in this analysis.
