  Title NPP-VIIRS DNB Daily Data in Natural Disaster Assessment: Evidence from Selected Case Studies Type Journal Article

  Abstract Whereas monthly and annual nighttime light (NTL) composite datasets are being increasingly used to estimate socioeconomic status, use of the National Polar-orbiting Partnership Visible Infrared Imaging Radiometer Suite (NPP-VIIRS) Day/Night Band (DNB) daily data has been limited for detecting and assessing the impact of short-term disastrous events. This study explores the application of daily NPP-VIIRS DNB data in assessing the impact of three types of natural disasters: earthquakes, floods, and storms. Daily DNB images one month prior to and 10 days after a disastrous event were collected and a Percent of Normal Light (PNL) image was produced as the ratio of the mean DNB radiance of the pre- and post-disaster images. Areas with a PNL value lower than one were considered as being affected by the event. The results were compared with the damaged proxy map and the flood proxy map generated using synthetic aperture radar data as well as the reported power outage rates. Our analyses show that overall NPP-VIIRS DNB daily data are useful for detecting damages and power outages caused by earthquake, storm, and flood events. Cloud coverage was identified as a major limitation in using the DNB daily data; rescue activities, traffic, and socioeconomic status of the areas also affect the use of DNB daily data in assessing the impact of natural disasters. Our findings offer new insight into the use of the daily DNB data and provide a practical guide for researchers and practitioners who may consider using such data in different situations or regions.

  Abstract Recently, with the fast speed of urban expansion, research concerning the regulation of urban built-up area expansion is a significant topic, especially in Eastern China with its high urbanization level. The Defense Meteorological Satellite Program’s Operational Linescan System (DMSP/OLS) nighttime light data has a high association with the urban-rural distribution, which provides a new method to study urban expansion effectively and with relatively high accuracy. Between 1998 and 2013, China experienced a rapid economic development period, making it crucial to learn the patterns and driving forces to better manage urban master planning and sustainable development. The urban built-up area for the research years are mapped, and the annual urban expansion speed, urbanization intensity index, and built-up area gravity center are analyzed in this paper. The results will show that the amount of the urban built-up area grows continuously from 1998 to 2008, with the development focus in southern Jiangsu, while from 2008 to 2013, the development center moves to northern Jiangsu. The main driving forces behind this urban built-up area expansion are population growth and economic development.

  Abstract Street lighting is an indispensable feature for the night landscape of cities. It is important for road safety, users visual comfort, crime prevention and to augment the perceived personal safety. Realize and maintain an adequate street lighting service is very expensive for municipalities with significant impact on their budgets. For this reason, special attention should be paid to the design of new street lighting systems and to the refurbishment of existing ones, since many of them are inadequate. In light of this it is very important to implement street lighting designs that fulfil lighting requirements avoiding energy waste and light pollution and, at the same time, result economically sustainable for municipalities. In this paper, an original step by step methodology for the lighting, energy and economic analysis of street lighting refurbishment designs has been introduced and explained in detail. The methodology is suitable for use in cities of different sizes. As an applicative example, the methodology has been tested in the town of Pontedera (Italy) and the results are discussed, also providing a sensitivity analysis of the economic feasibility with respect to the variations of electricity prices and investment costs.

  Abstract The rapid global spread of artificial light at night is causing unprecedented disruption to ecosystems. In otherwise dark environments, street lights restrict the use of major flight routes by some bats, including the threatened lesser horseshoe bat Rhinolophus hipposideros, and may disrupt foraging. Using radio tracking, we examined the response of individual female R. hipposideros to experimental street lights placed on hedgerows used as major flight routes. Hedgerows were illuminated on one side over four nights using lights with different emission spectra, while the opposite side of the hedge was not illuminated. Automated bat detectors were used to examine changes in overall bat activity by R. hipposideros and other bat species present. R. hipposideros activity reduced significantly under all light types, including red light, challenging a previously held assumption that red light is safe for bats. Despite this, R. hipposideros rapidly adapted to the presence of lights by switching their flight paths to the dark side of the hedgerow, enabling them to reach foraging sites without restriction. Red light had no effect on the activity of the other species present. Slow-flying Myotis spp. avoided orange, white and green light, while more agile Pipistrellus spp. were significantly more abundant at these light types compared to dark controls, most probably in response to accumulations of insect prey. No effect of any light type was found for Nyctalus or Eptesicus spp. Our findings demonstrate that caution must be used when promoting forms of lighting that are thought to be safe for wildlife before they are tested more widely. We argue that it is essential to preserve dark corridors free from light pollution to mitigate the impacts of artificial light at night on bat activity and movements.
