Consisting of high-profile experts and stakeholders in the fields of design, planning and policy-making, this group was established by CL to develop a new agenda for tackling social inequalities in public lighting. Members of the working group are listed at the end of this document.This project was run by the LSE-based Configuring Light/Staging the Social research programme and funded by LSE Knowledge Exchange and Impact funding.

Title Exposure to Blue Light Emitted from Smartphones in an Environment with Dim Light at Night Alters the Reaction Time of University Students Type Journal Article

Abstract Background: Substantial evidence now indicates that exposure to visible light at night can be linked to a wide spectrum of disorders ranging from obesity to cancer. More specifically, it has been shown that exposure to short wavelengths in the blue region at night is associated with adverse health effects, such as sleep problems.

Objectives: This study aimed at investigating if exposure to blue light emitted from common smartphones in an environment with dim light at night alters human reaction time.

Methods: Visual reaction time (VRT) of 267 male and female university students were recorded using a simple blind computer-assisted VRT test, respectively. Volunteer university students, who provided their informed consent were randomly divided to two groups of control (N = 126 students) and intervention (N = 141 students). All participants were asked to go to bed at 23:00. Participants in the intervention group were asked to use their smartphones from 23:00 to 24:00 (watching a natural life documentary movie for 60 minutes), while the control group only stayed in bed under low lighting condition, i.e. dim light. Before starting the experiment and after 60 minutes of smartphone use, reaction time was recorded in both groups.

Results: The mean reaction times in the intervention and the control groups before the experiment (23:00) did not show a statistically difference (P = 0.449). The reaction time in the intervention group significantly increased from 412.64 ± 105.60 msec at 23:00 to 441.66 ± 125.78 msec at 24:00 (P = 0.0368) while in the control group, there was no statistically significant difference between the mean reaction times at 23:00 and 24:00.

Conclusions: To the best of the author’s knowledge, this is the first study, which showed that exposure to blue-rich visible light emitted from widely used smartphones increases visual reaction time, which would eventually result in a delay in human responses to different hazards. These findings indicate that people, such as night shift or on call workers, who need to react to stresses rapidly should avoid using their smartphones in a dim light at night.

Abstract Particle size distribution (PSD) is an important characterization parameter of the particle size structure of suspended particles, which is vulnerable to human activities such as sand dredging. In this study, sand dredging numbers were evaluated by the accumulated radiance algorithm using the night-time light composite data of the visible infrared imaging radiometer suite, and the PSD slope was derived by band ratio algorithm of Landsat-8/operational land imager (OLI) imagery. Then, the influence of sand mining on PSD slope was analyzed. We draw several crucial findings. First, the ratio of RRrs(Red) to RRrs(Green) based on OLI imagery was capable of retrieving PSD slope with good robustness (R2 = 0.71, p < 0.01, n = 41) and verified acceptance (mean absolute percentage error = 4.29%, root mean square error = 0.19, n = 20), and the PSD slope in HZL was lower in summer than in the other seasons from 2014 to 2017. Second, The night active vessels extracted from the night-time images show that sand dredging activities began at the outlet of Chengzi Lake (CZL) in April 2012, spread to the whole lake between 2014 and 2016, and then stopped in the northeast region in March 2017 due to the strict control of the local government. Third, the PSD slope is strongly influenced by sand mining, which is positively correlated with the number of sand dredgers (R2 = 0.92), i.e., the PSD slope increases 0.21 per 100 working sand dredgers in CZL.

Abstract The Visible Infrared Imaging Radiometer Suite (VIIRS) on board the first Joint Polar-Orbiting Satellite System series 1 (JPSS-1) has a panchromatic, three gain stage, day-night band (DNB) capable of imaging the Earth under illumination conditions ranging from reflected moonlight to daytime scenes. The DNB has four charged-coupled devices (CCDs) with 32 different modes of time-delay integration and subpixel aggregation to achieve high SNR in low light conditions while maintaining roughly constant spatial resolution across scan. During the prelaunch testing phase, these 32 different aggregation modes are separately calibrated over a large dynamic range (covering seven orders of magnitude) through a series of radiometric tests designed to generate initial calibration coefficients for the sensor data record (SDR) operational algorithm, assess radiometric performance, and determine compliance with the sensor design requirements. Early in the environmental testing at the Raytheon El Segundo facility, nonlinear behavior was discovered in some DNB edge of scan aggregation modes at low signal levels. In response to this nonlinearity, the test program was altered to characterize the radiometric performance both in the baseline configuration and with a modified aggregation scheme that eliminates the modes used at the end of scan, replacing them with an unaffected adjacent mode and trading off spatial resolution for improved linearity. Presented in this paper is the radiometric performance under both sensor configurations including dynamic range, sensitivity, radiometric uncertainty, and nonlinearity along with a discussion of the potential impact to DNB on-orbit calibration and SDR performance.
