Abstract Dark Sky Parks are one of important measures to support nature tourism in the protected

areas. In this paper, we introduce the concept of astro-tourism on the model area of National Park Muranska Planina (Slovakia), which should lead to the establishment of Dark Sky Park and the implementation of measures focused on dark sky protection, i.e. the elimination of light pollution over model area. The concept includes the measurement of night sky brightness, the selection of suitable observational sites and lighting plan. It is very important from the view of ecology, e.g. by the protection of night animal species. On the other hand, these characteristics can be fully used in new tourism concept in that protected area.

Abstract Much aggregate social-science analysis relies upon the standard national income and product accounts as a source of economic data. These are recognized to be defective in many poor countries, and are missing at the regional level for large parts of the world. Using updated luminosity (or nighttime lights) data, the present study examines whether such data contain useful information for estimating national and regional incomes and output. The bootstrap method is used for estimating the statistical precision of the estimates of the contribution of the lights proxy. We conclude that there may be substantial cross-sectional information in lights data for countries with low-quality statistical systems. However, lights data provide very little additional information for countries with high-quality data wherever standard data are available. The largest statistical concerns arise from uncertainties about the precision of standard national accounts data.

Abstract Although the invention and widespread use of artificial light is clearly one of the most important human technological advances, the transformation of nightscapes is increasingly recognized as having adverse effects. Night lighting may have serious physiological consequences for humans, ecological and evolutionary implications for animal and plant populations, and may reshape entire ecosystems. However, knowledge on the adverse effects of light pollution is vague. In response to climate change and energy shortages, many countries, regions, and communities are developing new lighting programs and concepts with a strong focus on energy efficiency and greenhouse gas emissions. Given the dramatic increase in artificial light at night (0 – 20% per year, depending on geographic region), we see an urgent need for light pollution policies that go beyond energy efficiency to include human well-being, the structure and functioning of ecosystems, and inter-related socioeconomic consequences. Such a policy shift will require a sound transdisciplinary understanding of the significance of the night, and its loss, for humans and the natural systems upon which we depend. Knowledge is also urgently needed on suitable lighting technologies and concepts which are ecologically, socially, and economically sustainable. Unless managing darkness becomes an integral part of future conservation and lighting policies, modern society may run into a global self-experiment with unpredictable outcomes.

Abstract Visual recognition functions, such as acuity and contrast sensitivity, deteriorate rapidly over the declining luminances found during civil twilight. Thus civil twilight, a critical part of the transition between daylight and darkness, represents lighting conditions that may be useful to describe artificial illumination. Automotive headlamps project a three-dimensional beam that ranges from illumination levels comparable to daylight at the vehicle to the dark limit of civil twilight (3.3 1x) at some distance ahead. This twilight envelope is characterized as a distance beyond which foveal visual functions are severely impaired, and thus it provides a general, functional description of the useful extent of the headlamp beam. This user-centered approach to describing illumination is useful for characterizing visibility when driving at night or in other artificially lit environments. This paper discusses the twilight envelope approach and its application to intervehicle variations in headlamp systems. Actual or potential applications of this research include user-centered description of artificial illumination and driver/pedestrian safety education.
