  Abstract (up) A great need exists for reliable nighttime aerosol products at high spatial and temporal resolution. In this concept demonstration study, using Visible/Infrared Imager/Radiometer Suite (VIIRS) Day/Night Band (DNB) observations on the Suomi National Polar-orbiting Partnership (NPP) satellite, a new method is proposed for retrieving nighttime aerosol optical depth (τ) using the contrast between regions with and without artificial surface lights. Evaluation of the retrieved τ values against daytime AERONET data from before and after the overpass of the VIIRS satellite over the Cape Verde, Grand Forks, and Alta Floresta AERONET stations yields a coefficient of determination (r2) of 0.71. This study suggests that the VIIRS DNB has the potential to provide useful nighttime aerosol detection and property retrievals.

  Abstract (up) A pervasive issue in social and environmental research has been how to improve the quality of socioeconomic data in developing countries. Given the shortcomings of standard sources, the present study examines luminosity (measures of nighttime lights visible from space) as a proxy for standard measures of output (gross domestic product). We compare output and luminosity at the country level and at the 1 degrees latitude x 1 degrees longitude grid-cell level for the period 1992-2008. We find that luminosity has informational value for countries with low-quality statistical systems, particularly for those countries with no recent population or economic censuses.

  Abstract (up) A population-based case–control study was conducted to examine factors affecting the severity of single vehicle traffic accidents in Hong Kong. In particular, single vehicle accident data of three major vehicle types, namely private vehicles, goods vehicles and motorcycles, which contributed to over 80% of all single vehicle accidents during the 2-year-period 1999–2000, were considered. Data were obtained from the newly implemented traffic accident data system (TRADS), which was developed jointly by the Transport Department, Police Force and Information Technology Services Department, Hong Kong. The effect of district, human, vehicle, safety, environmental and site factors on injury severity of an accident was examined. Unique risk factors associated with each of the vehicle types were identified by means of stepwise logistic regression models. For private vehicles, district board, gender of driver, age of vehicle, time of the accident and street light conditions are significant factors determining injury severity. For goods vehicles, seat-belt usage and weekday occurrence are the only two significant factors associated with injury severity. For motorcycles, age of vehicle, weekday and time of the accident were determined to be important factors affecting the injury severity. Identification of potential risk factors pertinent to the particular vehicle type has important implications to relevant official organisations in modifying safety measures in order to reduce the occurrence of severe traffic accidents, which would help to promote a safe road environment.

  Abstract (up) A proper professional lighting design implies in a continuous search for the best compromise between both low power consumption and better lighting quality. This search converts this design into a hard to solve multi-objective optimization problem. Evolutionary algorithms are widely used to attack that type of hard optimization problems. However, professionals could not benefit from that kind of assistance since evolutionary algorithms have been unexplored by several commercial lighting design computer-aided softwares. This work proposes a system based on evolutionary algorithms which implement a computer-automated exterior lighting design both adequate to irregular shaped areas and able to respect lighting pole positioning constraints. The desired lighting design is constructed using a cluster of computers supported by a web client, turning this application into an efficient and easy tool to reduce project cycles, increase quality of results and decrease calculation times. This ELCAutoD-EA system consists in a proposal for a parallel multi-objective evolutionary algorithm to be executed in a cluster of computers with a Java remote client. User must choose lighting pole heights, allowed lamps and fixtures, as well as the simplified blue print of the area to be illuminated, marking the sub-areas with restrictions to pole positioning. The desired average illuminance must also be informed as well as the accepted tolerance. Based on user informed data, the developed application uses a dynamic representation of variable size as a chromosome and the cluster executes the evolutionary algorithm using the Island model paradigm. Achieved solutions comply with the illumination standards requirements and have a strong commitment to lighting quality and power consumption. In the present case study, the evolved design used 37.5% less power than the reference lighting design provided by a professional and at the same time ensured a 227.3% better global lighting uniformity. A better lighting quality is achieved because the proposed system solves multi-objective optimization problems by avoiding power wastes which are often unclear to a professional lighting engineer in charge of a given project.

  Abstract (up) A recurring question arises when trying to characterize, by means of measurements or theoretical calculations, the zenithal night sky brightness throughout a large territory: how many samples per square kilometre are needed? The optimum sampling distance should allow reconstructing, with sufficient accuracy, the continuous zenithal brightness map across the whole region, whilst at the same time avoiding unnecessary and redundant oversampling. This paper attempts to provide some tentative answers to this issue, using two complementary tools: the luminance structure function and the Nyquist–Shannon spatial sampling theorem. The analysis of several regions of the world, based on the data from the New world atlas of artificial night sky brightness, suggests that, as a rule of thumb, about one measurement per square kilometre could be sufficient for determining the zenithal night sky brightness of artificial origin at any point in a region to within ±0.1 magV arcsec–2 (in the root-mean-square sense) of its true value in the Johnson–Cousins V band. The exact reconstruction of the zenithal night sky brightness maps from samples taken at the Nyquist rate seems to be considerably more demanding.
