Abstract Nighttime lighting is an important public service that impacts human activities and promotes transportation and pedestrian safety. Of course, such services are not free and have been found to have negative impacts on the environment. Responsible stewardship of the built environment requires that efficiency and care in the delivery of services be taken, particularly in the context of sustainability concerns. A significant problem with existing urban infrastructure systems like street lighting is that they have evolved over time using rule-of-thumb planning standards. Given this, systematic assessment and re-evaluation offers much potential for enhancing the spatial efficiency of infrastructure but also the opportunity to explicitly account for environmental impacts in combination with safety and security. This paper applies a methodology for studying lighting in urban areas based upon the use of spatial analytics, including GIS and spatial optimization. Findings and results are reported for a study area in San Diego, California, highlighting current system configuration issues, method development and the potential long term benefits of systematic analysis of public sector services.

Abstract Many cities in the United Kingdom are upgrading the streetlights to white light-emitting diode (LED) lamps for reducing the electricity costs and attaining the sustainable energy solutions. Installation of LED lamps on urban street requires higher installation costs and a long-term period to payback benefits of replacing outdated streetlights in terms of energy savings and costs. To achieve the short-term energy efficiency of urban street lighting, city councils sometimes adopt the part-night lighting system particularly in the residential areas. The Coventry City Council recently replaced 29,701 existing sodium lights with LED lamps. This paper performs the economic analyses to understand the feasibility of two street lighting systems: LED lamps and ‘part-night’ lightings on the Coventry streets during the twenty-year period assuming the return period of investment is twenty years. The projection of energy consumption and costs for LED lamps and part-night lighting systems shows that electricity can be saved by 44% and 21% comparing to current electricity usages, respectively. Considering the budgetary constraints of Coventry City Council, this paper concludes that the part-night lighting system may be beneficial in short-term period, but it is economically feasible to replace the existing lower efficiency lights with LED lamps.

Abstract McDonald Observatory, part of the University of Texas at Austin, is a world-class astronomical-research facility representing hundreds of millions of dollars of public and private investment that is increasingly threatened by nighttime lighting from oil-and-gas-related activities in and around the Permian Basin. Established in the remote Davis Mountains of West Texas in 1932, the observatory is home to some of the world's largest telescopes and it has continued as a world-renowned research center. Dark night skies are crucial to its mission. Since 2010, however, the sky along the observatory's northern horizon, in the direction of the Permian Basin, has been steadily and rapidly brightening, due to new exploration for oil and gas. The pace has been accelerating: More than 2,000 applications were filed over the past year to drill in the region. In 2011, the State of Texas enacted a law that instructs the seven counties surrounding McDonald Observatory, an area covering some 28,000 square miles, to adopt outdoor lighting ordinances designed to preserve the dark night skies for ongoing astronomical research at the observatory. Most had already done so voluntarily, but additional effort is needed throughout the area to address fast-moving energy-exploration activities.

A joint project between McDonald Observatory and Pioneer Energy Services (PES) has demonstrated that many of the adverse effects of oilfield lighting can be mitigated, without jeopardizing safety, through proper shielding and aiming of light fixtures. Beginning July, 2013, PES granted the observatory access to a working rig, Pioneer Rig #29. Every time the rig moved to a new location, there was an opportunity to install shields, re-aim floodlights, and evaluate effectiveness.

This joint project demonstrated that, in many cases, nighttime visibility on the rig can be significantly improved. Many light fixtures, which had been sources of blinding glare due to of lack of shielding, poor placement, or poor aiming, were made better and safer, using optional glare shields that are offered by manufacturers for a variety of fixture models. Proper shielding and aiming of existing fixtures improves visibility and reduces wasted uplight. New lighting systems that take advantage of light-emitting-diode technology also promise better directionality, reduced fuel consumption, and darker skies overhead.

The oil-and-gas industry has been lighting its exploration and production activities in much same way for more than 100 years, with little to no consideration of environmental impacts. The opportunity exists to adopt new lighting practices and technologies that improve safety, reduce costs, and help preserve our vanishing night skies so that important ongoing scientific exploration can continue.

Abstract BACKGROUND: Previous studies have shown that the human circadian system is maximally sensitive to short-wavelength (blue) light. Whether this sensitivity can be utilized to increase the size of phase shifts using light boxes and protocols designed for practical settings is not known. We assessed whether bright polychromatic lamps enriched in the short-wavelength portion of the visible light spectrum could produce larger phase advances than standard bright white lamps. METHODS: Twenty-two healthy young adults received either a bright white or bright blue-enriched 2-h phase advancing light pulse upon awakening on each of four treatment days. On the first treatment day the light pulse began 8h after the dim light melatonin onset (DLMO), on average about 2h before baseline wake time. On each subsequent day, light treatment began 1h earlier than the previous day, and the sleep schedule was also advanced. RESULTS: Phase advances of the DLMO for the blue-enriched (92+/-78 min, n=12) and white groups (76+/-45 min, n=10) were not significantly different. CONCLUSION: Bright blue-enriched polychromatic light is no more effective than standard bright light therapy for phase advancing circadian rhythms at commonly used therapeutic light levels.

Abstract When we look around an imperfect world, we feel an understandable impulse to improve matters. We may therefore decide to intervene by prescribing medical treatment or by introducing crime reduction measures. But how do we know that what we do is likely to work? In medicine the standard answer is to do a trial; not surprisingly the same is true in crime reduction. But, says Paul Marchant, the lessons learned from medical trials have not been implemented in the latter field.
