Abstract (down) Whereas monthly and annual nighttime light (NTL) composite datasets are being increasingly used to estimate socioeconomic status, use of the National Polar-orbiting Partnership Visible Infrared Imaging Radiometer Suite (NPP-VIIRS) Day/Night Band (DNB) daily data has been limited for detecting and assessing the impact of short-term disastrous events. This study explores the application of daily NPP-VIIRS DNB data in assessing the impact of three types of natural disasters: earthquakes, floods, and storms. Daily DNB images one month prior to and 10 days after a disastrous event were collected and a Percent of Normal Light (PNL) image was produced as the ratio of the mean DNB radiance of the pre- and post-disaster images. Areas with a PNL value lower than one were considered as being affected by the event. The results were compared with the damaged proxy map and the flood proxy map generated using synthetic aperture radar data as well as the reported power outage rates. Our analyses show that overall NPP-VIIRS DNB daily data are useful for detecting damages and power outages caused by earthquake, storm, and flood events. Cloud coverage was identified as a major limitation in using the DNB daily data; rescue activities, traffic, and socioeconomic status of the areas also affect the use of DNB daily data in assessing the impact of natural disasters. Our findings offer new insight into the use of the daily DNB data and provide a practical guide for researchers and practitioners who may consider using such data in different situations or regions.

Abstract (down) When assessing remote sensing data, nighttime light data have shortcomings that can be attributed to sensor limitations and the influence of the natural environment. Signal leakage errors in nighttime light data were identified in this study. A regression model was created to reduce signal leakage error by selecting sampling points in coastal area. Lighting variations in Edogawa between 2008 and 2013 were compared based on the Defense Meteorological Satellite Program’s nighttime light data. The lighting variation characteristics in Edogawa from 1992 to 2012 at 5-year intervals were also analyzed. The results show that the 2002 FIFA World Cup held in Japan led Edogawa’s light digital number values to peak in 2002. The annual Edogawa lighting changes from 2007 to 2013 were also explored. The 2008 global financial crisis led to the lowest compounded night light index and average digital number in Edogawa during these 7 years.

Title The Effect of Public Expenditure on the Housing Deficit in Peru at the Municipal Level Type Journal Article

Abstract (down) What impact does public expenditure on housing have on the deficit in a municipality? This article answers this question for Peru for the period 2001–2013. Municipalities with high expenditure levels saw a reduction in the number of households lacking access to water, sanitation, and electricity. There was no significant change in cohabitation, overcrowding, or lack of documents of ownership. The analysis was based on the empirical association between mineral exploitation and housing deficit at the municipal level. Municipalities that benefited from the mineral boom after 2007 saw housing expenditures increase dramatically, which reduced the housing deficit associated with poor materials to 18% from 33% (the national average). In addition, the housing deficit related to lack of water, sanitation, and electricity decreased from 26% to 22%.

Abstract (down) West and East coast of Sumatra are two different geographical and trade routes. The West Coast is connected with trade direction to India, Arabia and Africa while on the East Coast it is connected with trade in the Malacca Strait, East Asian economy. Based on photos of satellite images at night, the east coast has more light compared to the west coast. This study analyzed the differences in economic inequality between the economy of the population residing in the West Coast Region and the East Coast of Sumatra. This study took data sourced from the Indonesian Central Statistics Agency published in the last 5 years, 2013-2017. The data were processed using SPSS and Excel using the Williamson Index analysis tool. There are 23 Regencies / Cities in the West Coast and 23 Regencies / Cities in the East Coast analyzed where the West Coast average growth rate in the last 5 years is 5.17% and East Coast 5.48% with the Inequality index using the Williamson Index formula in West Coast 0.37 and East Coast 0.28. It was found that economic activity on the East Coast tends

to be more lively and higher economic growth with a low level of inequality compared to the West coast of Sumatra

Title Night-time lights: A global, long term look at links to socio-economic trends Type Journal Article

Abstract (down) We use a parallelized spatial analytics platform to process the twenty-one year totality of the longest-running time series of night-time lights data-the Defense Meteorological Satellite Program (DMSP) dataset-surpassing the narrower scope of prior studies to assess changes in area lit of countries globally. Doing so allows a retrospective look at the global, long-term relationships between night-time lights and a series of socio-economic indicators. We find the strongest correlations with electricity consumption, CO2 emissions, and GDP, followed by population, CH4 emissions, N2O emissions, poverty (inverse) and F-gas emissions. Relating area lit to electricity consumption shows that while a basic linear model provides a good statistical fit, regional and temporal trends are found to have a significant impact.
