  Title Regional Poverty and Inequality in the Xiamen-Zhangzhou-Quanzhou City Cluster in China Based on NPP/VIIRS Night-Time Light Imagery Type Journal Article

  Abstract Poverty and inequality remain outstanding challenges in many global regions. Understanding the underlying social and economic conditions is important in formulating poverty eradication strategies. Using Visible Infrared Imaging Radiometer Suite (VIIRS) Night-Time Light (NTL) images and multidimensional socioeconomic data between 2012 and 2018, this study measured regional poverty and inequality in the Xiamen-Zhangzhou-Quanzhou city cluster in the People’s Republic of China. Principal Component Analysis (PCA) and the Theil index decomposition method were used to establish an Integrated Poverty Index (IPI) and a regional inequality index, respectively. The results indicated that: (1) The poverty index is affected by the geographical location, policies, and resources of a district/county. A significant logarithmic correlation model between VIIRS Average Light Index (ALI) and IPI was established. (2) The Theil index derived from Gross Domestic Product (GDP) indicators showed that overall inequality and between-prefecture inequality declined, while within-prefecture inequality remained unchanged. In terms of the contributions to regional inequality, the contribution of within-prefecture inequality is the largest. The results indicated that Suomi National Polar Partnership/Visible Infrared Imaging Radiometer Suite (NPP/VIIRS) night-time data can help to perform district/county-level poverty assessments at small and medium spatial scales, although the evaluation effect on regional inequality is slightly lower.

  Abstract In recent years, the number of artificial light sources has tremendously increased with the development of lighting technology and the economy. Nighttime light pollution has been an increasing environmental problem, resulting in negative impacts on human health and the ecological environment. Detailed knowledge of light pollution is important for the planning and management of urban lighting. In this study, light pollution in Nanjing, China was monitored and analyzed using field observations and a 130-m resolution Luojia 1-01 nighttime light imagery. Combined with in situ observations and satellite imagery, a variety of empirical models were established for estimating ambient illuminance at night. Cross-validation was employed to assess the performance of these models, indicating that the third-degree polynomials model had the best performance (MAE = 5.06 lx, R2 = 0.81). The developed third-degree polynomial model was then applied to the Luojia 1-01 image to map the nighttime illuminance in Nanjing. The nighttime illuminance depicted the spatial pattern of the light environment over Nanjing and also indicated some heavily light-polluted areas. Some lit areas were residential areas, whose high brightness had negative effects on residents and need particular attention. This study provides a quantitative and objective reference for the light pollution management in Nanjing, and also a reference for light pollution survey in other regions.

  Abstract Temporal variation of natural light sources such as airglow limits the ability of night light sensors to detect changes in small sources of artificial light (such as villages). This study presents a method for correcting for this effect globally, using the satellite radiance detected from regions without artificial light emissions. We developed a routine to define an approximate grid of locations worldwide that do not have regular light emission. We apply this method with a 5 degree equally spaced global grid (total of 2016 individual locations), using data from the Visible Infrared Imaging Radiometer Suite (VIIRS) Day-Night Band (DNB). This code could easily be adapted for other future global sensors. The correction reduces the standard deviation of data in the Earth Observation Group monthly DNB composites by almost a factor of two. The code and datasets presented here are available under an open license by GFZ Data Services, and are implemented in the Radiance Light Trends web application.

  Title Analysis of the Status of Light Pollution and its Potential Effect on Ecosystem of the Deogyusan National Park Type Journal Article

  Abstract This study characterized the spatial and seasonal patterns of light pollution in the Deogyusan National Park and examined the potential effects of light pollution on ecosystems in the park using light intensities derived from VIIRS (Visible Infrared Imaging Radiometer Suite) DNB (Day and Night Band) nightlight images collected in January and August 2018. Results showed that the Muju Deogyusan resort had the greatest light intensity than other sources of light pollution in the park, and light intensity of the resort was much higher in January than in August, suggesting that artificial lights in ski slopes and facilities were the major source of light pollution in the park. An analysis of an urban-natural light pollution gradient along a neighboring urban area through the inside of the park indicated that light radiated from a light pollution source permeated for up to 1km into the adjacent area and contaminated the edge area of the park. Of the legally protected species whose distributions were reported in literature, four mammals (Martes flavigula, Mustela nivalis, Prionailurus bengalensis, Pteromys volans aluco), two birds (Falco subbuteo, Falco tinnunculus), and nine amphibians and reptiles (Onychodactylus koreanus, Hynobius leechii, Karsenia koreana, Rana dybowskii, Rana huanrenensis, Elaphe dione, Rhabdophis tigrinus, Gloydius ussuriensis, Gloydius saxatilis) inhabited light-polluted areas. Of those species inhabiting light-polluted areas, nocturnal species, such as Prionailurus bengalensis and Pteromys volans aluco, in particular, were vulnerable to light pollution. These results implied that protecting ecosystems from light pollution in national parks requires managing nighttime light in the parks and surrounding areas and making a plan to manage nighttime light pollution by taking into account ecological characteristics of wild animals in the parks.

  Abstract Cloud detection for night-time panchromatic visible and near-infrared (VNIR) satellite imagery is typically performed based on synchronized observations in the thermal infrared (TIR). To be independent of TIR and to improve existing algorithms, we realize and analyze cloud detection based on VNIR only, here NPP/VIIRS/DNB observations. Using Random Forest for classifying cloud vs. clear and focusing on urban areas, we illustrate the importance of features describing a) the scattering by clouds especially over urban areas with their inhomogeneous light emissions and b) the normalized differences between Earth’s surface and cloud albedo especially in presence of Moon illumination. The analyses substantiate the influences of a) the training site and scene selections and b) the consideration of single scene or multi-temporal scene features on the results for the test sites. As test sites, diverse urban areas and the challenging land covers ocean, desert, and snow are considered. Accuracies of up to 85% are achieved for urban test sites.
