  Abstract Navigation aids are navigation aids for the safety of ships. They are divided into three categories: visual navigation aids, audio navigation aids and radio navigation aids. It provides reliable navigation safety guarantee for water transportation, fishery, marine development and national defense construction, and provides reliable navigation safety guarantee for the establishment of safe economic passage at sea and inside sea, which is an important part of the maritime Silk Road. Visual navigation aids are the most basic navigation aids, sound navigation aids only play a warning role, radio navigation aids have developed into a modern all-weather navigation aids system, especially the popularization of satellite navigation technology, put forward higher requirements for visual navigation aids.

  Abstract Introduction

The aim of this study was to quantify the magnitude of association between pedestrian fatalities during the first 24 h after a crash and pedestrian-, driver-, vehicle- and environment-related characteristics in Spain from 1993 to 2013.

Methods

Data were analyzed for all 203,622 traffic crashes involving a pedestrian and a motor vehicle recorded in the Spanish Registry of Road Crashes with Victims. After multiple imputation for missing values, crude (CMRR) and adjusted mortality rate ratios (AMRR) were obtained for each variable with Poisson regression models.

Results

Pedestrian risk of death after a crash increased nearly exponentially with pedestrian age. Male sex, committing an infraction and having a physical defect were also associated with a higher risk of death (AMRR 1.27, 95%CI 1.17–1.37 for physical defect). Regarding driver-related factors associated with pedestrian fatalities, visual defects (AMRR 1.21, 95%CI 1.08–1.37) and the commission of a speed infraction (AMRR 2.59, 95%CI 2.43–2.76) increased the risk. Heavy vehicles (trucks, vans, buses) and the presence of passengers were also associated with a higher risk of pedestrian death. The risk of pedestrian death was lower for crashes that occurred between 12:00 and 14:00, in good light conditions, at intersections, and when the pedestrian was on a sidewalk. Risk was higher in crashes in rural areas with fewer than 5000 inhabitants.

Conclusions

We identified several factors strongly associated with the risk of pedestrian fatality; some of these factors are analyzed here for the first time. This knowledge is potentially useful in the design and prioritization of measures intended to increase pedestrian safety.

  Abstract New information is often emphasized as a basis of effective and scientifically sound environmental policy and management. However, outdated or incorrect information is not automatically nor instantly replaced by new insights. This article focuses on the various ways environmental information can be unintentionally left with insufficient attention or purposefully neglected. Energy-related emissions caused by road traffic in Finland are used as an illustrative example and light pollution caused by artificial lighting is identified as an emerging issue that has gained especially low recognition in the environmental agenda. Four different reasons for this lack of recognition are discussed: recognized unawareness, false awareness, deliberate unawareness and concealed awareness. Paying attention to light pollution is important because of various ecological, socio-cultural and economic effects but also because implementing measures aimed for reducing light pollution create possibilities for alleviating other social and environmental problems in transport and land use policies.

  Abstract Photopic illuminance is the photometric metric used today for specifying parking lot lighting levels. The photopic luminous efficiency function does not represent the spectral sensitivity of the perceived scene brightness of parking lots. Sources with a greater proportion of short-wavelength radiation will be seen as brighter for the same photopic illuminance. Moreover, the psychological benefit of providing people with a sense of safety and security in a parking lot is better correlated with the perceived brightness of the parking lot than with its photopic illuminance. Because photopic illuminance is not predictive of the psychological benefit expected from the parking lot lighting system, electric energy will be unnecessarily wasted if specifications are based upon this metric. Specifying parking lot lighting with a benefit metric based upon perceived scene brightness could reduce electric power requirements as well as the amount of radiant energy reflecting from the pavement and escaping into the night sky. A method of equating brightness for different spectral power distributions is provided.

  Abstract This article discusses quantitative recommendations for road lighting as given in guidelines and standards, primarily, the amount of light. The discussion is framed according to the type of road user, the driver and the pedestrian, these being the user groups associated with major and minor roads, respectively. Presented first is a brief history of road lighting standards, from early to current versions, and, where known, the basis of these standards. Recommendations for the amount of light do not appear to be well-founded in robust empirical evidence, or at least do not tend to reveal the nature of any evidence. This suggests a need to reconsider recommended light levels, a need reinforced by recent developments in the science and technology of lighting and of lighting research. To enable improved recommendations, there is a need for further evidence of the effects of changes in lighting: This article therefore discusses the findings of investigations, which might be considered when developing new standards.
