Title Linking Luojia 1-01 nightlight imagery to urban crime Type Journal Article

Abstract (up) Various environmental criminology theories and empirical studies have linked the urban environment to crime. The crime pattern theory, in particular, argues that edges, either social or physical, affect crime. A recent study has combined both social and physical edges to derive composite edges. A composite edge index measured by NPP-VIIRS satellite nightlights at the census tract level is found to be related to street robbery and burglary. Nightlight images of Luojia 1-01, launched in June 2018, have a much higher spatial resolution than that of NPP-VIIRS. This study applies Luojia 1-01 nightlight data to measure composite edges by nightlight gradients at the smaller census block group level. The effects of the composite edges on street robbery and burglary are explored by negative binomial models. Results show that composite edges measured by Luojia 1-01 nightlight data improve the fitness of models noticeably on street robbery but not on burglary. Nightlight gradients make a statistically significant and positive impact on the street robbery rate, but an insignificant and negative impact on the burglary rate. Furthermore, the composite edge effect on street robbery is more substantial than that on burglary. In sum, this study provides evidence that Luojia 1-01 nightlight imagery can help explain crime at the aggregated block group level, but its impact on crime varies by crime type.

Title Evaluation of the Safety Performance of Continuous Mainline Roadway Lighting on Freeway Segments in Washington State Type Report

Abstract (up) Washington State Department of Transportation (WSDOT) evaluated continuous roadway lighting on mainline freeway segments in Washington State. An extensive literature review on the safety performance of roadway lighting was completed. As part of this research effort WSDOT developed multivariate random parameter (RP) models with specific lighting variables for continuous lighting on mainline freeway segments. Roadway lighting is often used as a countermeasure to address nighttime crashes and this research evaluates common assumption related to roadway lighting. The models developed for this research use crashes from the end of civil dusk twilight to the start of civil dawn twilight since lighting systems are of limited value outside these timeframes. Natural light conditions were estimated for crashes based on location and time of the crash event. Based on the RP results, the research team concludes that the contribution of continuous illumination to nighttime crash reduction is negligible. In addition to the findings on safety performance, a pilot LED project on US101 demonstrated that LED roadway lighting can significantly increase energy efficiency and environmental stewardship (e.g., reducing greenhouse gas emissions) while maintaining safety performance outcomes. The research team recommended modification to WSDOT design policy, including removal of the requirement of continuous mainline lighting and reduction of lighting where segment specific analysis indicates appropriate.

Abstract (up) We exploit daylight saving time (DST) as an exogenous shock to daylight, using both the discontinuous nature of the policy and the 2007 extension of DST, to consider the impact of light on criminal activity.Regression discontinuity estimates show a 7% decrease in robberies following the shift to DST. As expected, effects are largest during the hours directly affected by the shift in daylight. We discuss our findings within the context of criminal decision making and labor supply, and estimate that the2007 DST extension resulted in $59 million in annual social cost savings from avoided robberies.

Title From global radiance to an increased local political awareness of light pollution Type Journal Article

Abstract (up) We present a novel transparent method to analyze measurements of the Suomi NPP (Suomi National Polar-orbiting Partnership) satellite in night vision, into luminous intensity and luminance on the community level, with a special focus to address light planners and non-experts, and for the first time, to further address politicians, decision-makers and law-makers, and governmental agencies. We checked the propagated efficiency of road lighting and its impact on luminous flux, and identified a waste of light emissions in the largest city of Switzerland, Zurich. We looked at security (issues like criminal acts) and found no correlation with communities’ luminous intensity. We assessed road safety (accidents) against local luminance and found no evidence of darkness being more risky when the overall distribution of illuminance on roads is considered. We screened crayfish habitats in the Canton of Zurich against local illuminance and found clear evidence of preferred darkness for the living. Based on this finding, we propose an upper limit for light immissions in the crayfish habitats. These four analyses have been chosen to demonstrate the usefulness of Suomi NPP's coverage in combination with our approach. We could apply it to ecological, social and economical topics. We hope others will follow and we can draw more attention of governments to take action to reduce the light pollution on local levels, like Langnau am Albis of Switzerland has exemplified.

Title Nighttime Visibility in Varying Moonlight Conditions Type Journal Article

Abstract (up) When the visibility of an object or person in the roadway from a driver’s perspective is an issue, the potential effect of moonlight is sometimes questioned. To assess this potential effect, methods typically used to quantify visibility were performed during conditions with no moon and with a full moon. In the full moon condition, measurements were collected from initial moon rise until the moon reached peak azimuth. Baseline ambient light measurements of illumination at the test surface were measured in both no moon and full moon scenarios. Additionally, a vehicle with activated low beam headlamps was positioned in the testing area and the change in illumination at two locations forward of the vehicle was recorded at thirty-minute intervals as the moon rose to the highest position in the sky. Also, two separate luminance readings were recorded during the test intervals, one location 75 feet in front and to the left of the vehicle, and another 150 feet forward of the vehicle. These luminance readings yielding the change in reflected light attributable to the moon. In addition to the quantitative measurement of light contributed by the moon, documentation to the change in visibility of objects and pedestrians located on the roadway were documented through photographs. Calibrated nighttime photographs were taken from the driver’s perspective inside the vehicle with low beam headlamps activated. The photographs were analyzed after testing to determine how the light intensity of the pixels in the photographs changed at each thirty-minute interval due to the additional light contribution from the moon. The results of this testing indicate that the quantifiable change in visibility distance attributable to added moonlight was negligible, and in real-world driving situations, the effect of additional illumination from a full moon would be unlikely to affect the detection of an object or pedestrian in or near the travel lane of the roadway.
