  Abstract (up) We present a novel transparent method to analyze measurements of the Suomi NPP (Suomi National Polar-orbiting Partnership) satellite in night vision, into luminous intensity and luminance on the community level, with a special focus to address light planners and non-experts, and for the first time, to further address politicians, decision-makers and law-makers, and governmental agencies. We checked the propagated efficiency of road lighting and its impact on luminous flux, and identified a waste of light emissions in the largest city of Switzerland, Zurich. We looked at security (issues like criminal acts) and found no correlation with communities’ luminous intensity. We assessed road safety (accidents) against local luminance and found no evidence of darkness being more risky when the overall distribution of illuminance on roads is considered. We screened crayfish habitats in the Canton of Zurich against local illuminance and found clear evidence of preferred darkness for the living. Based on this finding, we propose an upper limit for light immissions in the crayfish habitats. These four analyses have been chosen to demonstrate the usefulness of Suomi NPP's coverage in combination with our approach. We could apply it to ecological, social and economical topics. We hope others will follow and we can draw more attention of governments to take action to reduce the light pollution on local levels, like Langnau am Albis of Switzerland has exemplified.

  Title Nighttime Visibility in Varying Moonlight Conditions Type Journal Article

  Abstract (up) When the visibility of an object or person in the roadway from a driver’s perspective is an issue, the potential effect of moonlight is sometimes questioned. To assess this potential effect, methods typically used to quantify visibility were performed during conditions with no moon and with a full moon. In the full moon condition, measurements were collected from initial moon rise until the moon reached peak azimuth. Baseline ambient light measurements of illumination at the test surface were measured in both no moon and full moon scenarios. Additionally, a vehicle with activated low beam headlamps was positioned in the testing area and the change in illumination at two locations forward of the vehicle was recorded at thirty-minute intervals as the moon rose to the highest position in the sky. Also, two separate luminance readings were recorded during the test intervals, one location 75 feet in front and to the left of the vehicle, and another 150 feet forward of the vehicle. These luminance readings yielding the change in reflected light attributable to the moon. In addition to the quantitative measurement of light contributed by the moon, documentation to the change in visibility of objects and pedestrians located on the roadway were documented through photographs. Calibrated nighttime photographs were taken from the driver’s perspective inside the vehicle with low beam headlamps activated. The photographs were analyzed after testing to determine how the light intensity of the pixels in the photographs changed at each thirty-minute interval due to the additional light contribution from the moon. The results of this testing indicate that the quantifiable change in visibility distance attributable to added moonlight was negligible, and in real-world driving situations, the effect of additional illumination from a full moon would be unlikely to affect the detection of an object or pedestrian in or near the travel lane of the roadway.

  Abstract (up) When we look around an imperfect world, we feel an understandable impulse to improve matters. We may therefore decide to intervene by prescribing medical treatment or by introducing crime reduction measures. But how do we know that what we do is likely to work? In medicine the standard answer is to do a trial; not surprisingly the same is true in crime reduction. But, says Paul Marchant, the lessons learned from medical trials have not been implemented in the latter field.

  Abstract (up) While the rapid transition of street lighting technologies is occurring across the country for its promising benefits of high energy efficiency, higher intensity, long lamp life, and low maintenance, there is a lack of understanding on the impacts from street lighting’s physical characteristics on public safety. Nighttime lighting and its impact on the incidence of crime and roadway accidents has been investigated since the 1960s in the United States and the United Kingdom. However, prior research has not presented any scientific evidence such as quantified lighting characteristic data and its impacts on public safety because they relied on subjective survey inputs or over-simplified quantification of nighttime lighting conditions. To overcome the limitation of previous studies, extensive documentation of street lighting characteristics was conducted in downtown San Antonio, Texas, which adopts both conventional and new street lighting technologies. Two different sets of light level data were collected on roadways in order to measure the amount of light falling on the ground and on drivers’ eyes inside a car. Correlated color temperature and a color rendering index of nighttime lighting were recorded. The collected lighting data was mapped in a Geographic Information Systems database in order to spatially analyze lighting characteristics. The paper first highlights the potential issues with lighting analysis in previous studies. Next, the proposed research methodology to address these issues for both data collection and spatial analyses is explained. Finally, the preliminary documentation and analysis of street lighting characteristics are presented.

  Abstract (up) While UK governments have recently sought to increase cycling activity, it remains a minority interest. One reason for this is the perceived danger of cycling on roads filled with traffic. There is statistical evidence to support this perception; for equal exposure, cyclists are more likely to be seriously injured than either drivers or pedestrians. Lighting has a role to play in reducing the hazards of cycling by enhancing the visibility and conspicuity of cyclists. Unfortunately, it is not at all clear that the current lighting regulations and recommendations for cycling and cyclists are the best that can be achieved or are even adequate for these purposes. A number of actions are suggested that should enable lighting’s contribution to the safety of cyclists to be realized.
