Abstract New information is often emphasized as a basis of effective and scientifically sound environmental policy and management. However, outdated or incorrect information is not automatically nor instantly replaced by new insights. This article focuses on the various ways environmental information can be unintentionally left with insufficient attention or purposefully neglected. Energy-related emissions caused by road traffic in Finland are used as an illustrative example and light pollution caused by artificial lighting is identified as an emerging issue that has gained especially low recognition in the environmental agenda. Four different reasons for this lack of recognition are discussed: recognized unawareness, false awareness, deliberate unawareness and concealed awareness. Paying attention to light pollution is important because of various ecological, socio-cultural and economic effects but also because implementing measures aimed for reducing light pollution create possibilities for alleviating other social and environmental problems in transport and land use policies.

Abstract When we look around an imperfect world, we feel an understandable impulse to improve matters. We may therefore decide to intervene by prescribing medical treatment or by introducing crime reduction measures. But how do we know that what we do is likely to work? In medicine the standard answer is to do a trial; not surprisingly the same is true in crime reduction. But, says Paul Marchant, the lessons learned from medical trials have not been implemented in the latter field.

Abstract After dark, road lighting should enhance the visual component of pedestrians’ interpersonal judgements such as evaluating the intent of others. Investigation of lighting effects requires better understanding of the nature of this task as expressed by the typical distance at which the judgement is made (and hence visual size) and the duration of observation, which in past studies have been arbitrary. Better understanding will help with interpretation of the significance of lighting characteristics such as illuminance and light spectrum. Conclusions of comfort distance in past studies are not consistent and hence this article presents new data determined using eye-tracking. We propose that further work on interpersonal judgements should examine the effects of lighting at a distance of 15 m with an observation duration of 500 ms.

Title Model predicting discomfort glare caused by LED road lights Type Journal Article

Abstract To model discomfort glare from LED road lighting, the effect of four key variables on perceived glare was explored. These variables were: the average glare source luminance (Lg), the background luminance (Lb), the solid angle of the glare source from the perspective of the viewer; and the angle between the glare source and the line of sight. Based on these four variables 72 different light conditions were simulated in a scaled experimental set-up. Participants were requested to judge the perceived discomfort glare of these light conditions using the deBoer rating scale. All four variables and some of their interactions had indeed a significant effect on the deBoer rating. Based on these findings, we developed a model, and tested its general applicability in various verification experiments, including laboratory conditions as well as real road conditions. This verification proved the validity of the model with a correlation between measured and predicted values as high as 0.87 and a residual deviation of about 1 unit on the deBoer rating scale. These results filled the gap in estimating discomfort glare of LED road lighting and clarified similarities of and differences in discomfort glare between LED and traditional light sources.

Abstract Crime counts published by the Home Office for the Metropolitan Police

Crime and Disorder Reduction Partnership areas have been collated

across the years 2003-2009. The crime counts over time have been

modelled taking into account the ‘multilevel’ (years within areas)

nature of the data. The key variable of interest, as a predictor of

within-area change of crime, is the proportion of a Core Investment

Period of new Private Finance Initiative street lighting which had been

completed up to the given time point as a predictor of within area

change of crime. The final model gave a 95% confidence interval for

the multiplier by which the number of crimes is increased of (0.87,

1.11), for a fully implemented lighting programme, consistent with

zero effect.
