  Title The transition between lit and unlit sections of road and detection of driving hazards after dark Type Journal Article

  Abstract An experiment to investigate peripheral detection performance during a driver’s transition between lit and unlit sections of road was undertaken. The results suggest that when a driver moves from a lit to an unlit section of road their detection performance decreases almost immediately to that expected for the conditions of the unlit section and that there is no significant change in the subsequent 20-minute period. Tests were conducted at three luminances (0.1, 1.0 and 2.0 cd/m2): while an increase from 0.1 to 1.0 cd/m2 improved detection, a further increase to 2.0 cd/m2 did not. Lighting of two S/P ratios (0.65, 1.40) was examined at 1.0 cd/m2: this did not suggest an effect on detection performance. Taken together, these results suggest that, in the current context, visual performance reached a plateau at 1.0 cd/m2.

  Title Lighting for cycling in the UK—A review Type Journal Article

  Abstract While UK governments have recently sought to increase cycling activity, it remains a minority interest. One reason for this is the perceived danger of cycling on roads filled with traffic. There is statistical evidence to support this perception; for equal exposure, cyclists are more likely to be seriously injured than either drivers or pedestrians. Lighting has a role to play in reducing the hazards of cycling by enhancing the visibility and conspicuity of cyclists. Unfortunately, it is not at all clear that the current lighting regulations and recommendations for cycling and cyclists are the best that can be achieved or are even adequate for these purposes. A number of actions are suggested that should enable lighting’s contribution to the safety of cyclists to be realized.

  Title Dominant contrast as a metric for the lighting of pedestrians Type Journal Article

  Abstract CIE Publication 115 and ANSI/IESNA Recommended Practice 8-00 both use vertical illuminance 1.5 m above the ground as a design criterion for the lighting of pedestrians. While vertical illuminance has the advantage of being easy to calculate and measure, visibility is based primarily on target contrast. A central question related to the visibility of pedestrians is whether drivers need to see the whole pedestrian or can they infer the presence of a pedestrian by recognizing any part of the pedestrian’s shape. The objective of this work was to first explore various pedestrian contrast profiles that could exist and then to find a simplified approach to characterize pedestrian night-time visibility. The problem was addressed through theoretical analyses and computer simulations. Pedestrian contrast was found to be bipolar and dynamic. From the contrast profiles, we developed the concept of dominant contrast, which is defined as the contrast of any part of the pedestrian that provides the highest visibility. Dominant contrast was examined as a metric for street lighting design and night time visibility for (a) an unlit street with car headlights, (b) a lit street without car headlights and (c) a lit street with car headlights. Dominant contrast was found to be a viable metric for street lighting design and night time visibility studies.

  Title From global radiance to an increased local political awareness of light pollution Type Journal Article

  Abstract We present a novel transparent method to analyze measurements of the Suomi NPP (Suomi National Polar-orbiting Partnership) satellite in night vision, into luminous intensity and luminance on the community level, with a special focus to address light planners and non-experts, and for the first time, to further address politicians, decision-makers and law-makers, and governmental agencies. We checked the propagated efficiency of road lighting and its impact on luminous flux, and identified a waste of light emissions in the largest city of Switzerland, Zurich. We looked at security (issues like criminal acts) and found no correlation with communities’ luminous intensity. We assessed road safety (accidents) against local luminance and found no evidence of darkness being more risky when the overall distribution of illuminance on roads is considered. We screened crayfish habitats in the Canton of Zurich against local illuminance and found clear evidence of preferred darkness for the living. Based on this finding, we propose an upper limit for light immissions in the crayfish habitats. These four analyses have been chosen to demonstrate the usefulness of Suomi NPP's coverage in combination with our approach. We could apply it to ecological, social and economical topics. We hope others will follow and we can draw more attention of governments to take action to reduce the light pollution on local levels, like Langnau am Albis of Switzerland has exemplified.

  Title Influence of LED Spectral Characteristics on Glare Recovery Type Journal Article

  Abstract Headlight glare is a major concern of the driving public. In the past couple of years there have been concerns expressed about the use of light emitting diode (LED) lighting technologies and possible impacts LEDs may have on people, including circadian disruption, retinal hazards, and glare. Under typical use cases, vehicle headlight exposures are insufficient to cause circadian disruption or retinal damage, but can result in disability and discomfort glare, as well as glare recovery. In general, white LEDs used for illumination have greater short-wavelength content than halogen lamps used in many headlights, and short wavelengths have been implicated in visual discomfort from bright lights at night. Previous literature is inconsistent regarding whether the spectral (color) content of a glare source affects the amount of recovery time needed to see objects, following exposure to a bright light such as a vehicle headlight. Warm and cool white LEDs were used as glare sources in the present study. They were energized and exposed to study participants at one of two illuminances (low, high) for either 3 or 6 seconds, after which participants were asked to identify the orientation of a Landolt ring target located on a display screen behind the glare source. Identification times were unaffected by the spectral content of the LED, but were correlated with the “dosage” of light from the glare sources, defined as the product of illuminance and duration. Although cool white LEDs will tend to be judged as creating more discomfort than warm white LEDs, they do not result in longer glare recovery times under the range of conditions used in this study.
