  Title Does changing to brighter road lighting improve road safety? Multilevel longitudinal analysis of road traffic collision frequency during the relighting of a UK city Type Journal Article

  Abstract Background A step change in the night environment is taking place, with the large-scale installation of bright, broad-spectrum road lighting such as white light-emitting diodes (LEDs). One justification for this is a reduction in road traffic collisions (RTCs). This study aimed to estimate the effect of new lighting on personal injury RTCs within a large UK city.

Methods We analysed a 9-year time series of weekly RTC personal injury counts in 132 areas of the city using multilevel modelling. The RTC rate over a full 24-hour period was the primary outcome; darkness and daylight RTC rates were secondary. The background change in RTC rate was separated from the change associated with the number of newly installed bright lamps by including a polynomial underlying time trend for the logarithm of the mean number of collisions per week for each area. The study was based on a rigorous, predesigned and archived protocol.

Results Within-area coefficients for the broad lighting effect were positive; as the number of bright lamps in an area increased, so did the RTC rate. The estimate for the increase in the within-area 24-hour RTC rate is 11% (95% CI 2% to 20%). The estimate of darkness-only RTCs is 16% (95% CI 2% to 32%). If the effect of lighting on darkness RTC rate is adjusted by that for daylight, one obtains 4% (95% CI −12% to +23%).

Conclusion No evidence was found for bright lamps leading to an improvement in road safety in any of the analyses. For this city, introducing brighter road lighting may have compromised safety rather than reducing harm.

  Abstract Künstliches Licht kann als eine der größten technischen Errungenschaften der Menschheit angesehen werden, die erhebliche Veränderungen bzw. Fortschritte der Arbeits- und Lebensweisen ermöglichen. Mit künstlicher Beleuchtung wird aber auch der natürliche Rhythmus von Tag und Nacht verändert und damit das Gesamtgefüge des Naturhaushaltes und der Nachtlandschaft transformiert. Ein natürlich dunkler Nachthimmel ist in Deutschland selten geworden. Licht-glocken über urbanen Gebieten sind weit weg von ihrem Entstehungsort in unbeleuchteten Gebieten noch sichtbar und lassen Sterne und die Milchstraße unkenntlich werden. Nicht nur das direkte elektrische Licht erleuchtet unsere Umwelt, sondern auch der nach oben abgestrahlte und reflektierte Teil des Lichts. Schichten der Atmosphäre, Staub oder Wassertropfen reflektieren und streuen das Licht. Dieser auch als Skyglow bezeichnete Effekt bewirkt eine zusätzliche Erhellung. Neben dieser künstlich erhöhten Himmelshelligkeit kann Licht auch die direkte Umgebung ungewollt aufhellen oder durch Blendung das Sehen einschränken. Licht ist ein wichtiger externer Zeitgeber für die innere Uhr der Lebewesen, an dessen natürlichen Rhythmus sich Menschen, Tiere und Pflanzen über Jahrhunderte angepasst haben. So wird vermutet, dass die permanent und periodisch veränderten Lichtverhältnisse durch zunehmende künstliche Beleuchtung negative Auswirkungen auf die menschliche Gesundheit haben und ebenso zu ökologischen Beeinträchtigungen führen.All diese nichtintendierten Wirkungen der künstlichen Beleuchtung werden unter dem Sammelbegriff Lichtverschmutzung verstanden. Lichtverschmutzung ist hier definiert als unerwünschte Wirkung künstlicher Beleuchtung im Außenbereich, also das Licht, das räumlich (Richtung und Fläche), zeitlich (Tages- und Jahreszeit, Dauer, Periodizität) oder in der Intensität oder spektralen Zusammensetzung (z.B. Ultraviolett- oder Blauanteil) über den reinen Beleuchtungszweck hinaus nicht beabsichtigte Auswirkungen hat (Kuechly et al. 2018). Mit dem vorliegenden Bericht werden der wissenschaftliche Erkenntnis-stand im Hinblick auf Umfang und Trends der Lichtverschmutzung sowie ihre wirtschaftlichen und soziokulturellen, humanmedizinischen und ökologischen Wirkungen zusammengefasst. Auf Basis dieser Erkenntnisse und aktueller beleuchtungstechnologischer und lichtplanerischer Möglichkeiten werden Handlungsoptionen abgeleitet, die eine Verringerung der Lichtverschmutzung bei gleichzeitiger Berücksichtigung der nutzbringenden Ziele der Beleuchtung unterstützen können.

  Abstract It is well known from the literature that road lighting has significant safety benefits. The NZTA Economic Evaluation Manual (EEM) quotes a 35% reduction in crashes as the effect of upgrading or improving lighting where lighting is poor.

However, no well-established dose–response relationship to lighting parameters exists from which one can deduce benchmark levels of lighting for safety.

This study looked at a sample of street lighting installations spread over the urban areas of nine territorial local authorities. Standard street lighting parameters were measured in the field using a variety of instruments including illuminance meter, luminance meter and digital camera. Field measurements were related to the ratio of night-time to day time crashes as a measure of night time safety vis-a-vis daytime safety.

A statistically significant dose–response relationship was found between average road luminance and safety across all traffic volume groups, with an indication that the relationship may be stronger where more serious crashes are involved.

Threshold increment was also a significant variable but not so longitudinal uniformity or overall uniformity.

The results related to luminance will allow practitioners to better estimate the safety benefits of different levels of lighting resulting in better targeting of expenditure.

  Abstract CONTEXT: The use of alcohol during nighttime driving may affect recovery from glare leading to increased traffic accidents. OBJECTIVE: To compare the glare recovery time in alcoholic versus non-alcoholic drivers. MATERIALS AND METHODS: Alcoholic (n = 25) and non-alcoholic drivers (n = 25) were subjected to glare recovery test and they also filled a questionnaire about the nighttime driving. RESULTS: The glare recovery time got prolonged in alcoholic drivers and they also complained of more problems during nighttime driving as compared to non-alcoholic drivers. CONCLUSIONS: The use of alcohol delays recovery from glare during nighttime driving. This can have considerable implications for developing countries in improving regulations for driving licensing.

  Abstract Light emitting diodes (LEDs) and SSL (solid state lighting) are relatively new light sources, but are already widely applied for outdoor lighting. Despite this, there is little available information allowing planners and designers to evaluate and weigh different sustainability aspects of LED/SSL lighting when making decisions. Based on a literature review, this paper proposes a framework of sustainability indicators and/or measures that can be used for a general evaluation or to highlight certain objectives or aspects of special interest when choosing LED/SSL lighting. LED/SSL lighting is reviewed from a conventional sustainable development perspective, i.e., covering the three dimensions, including ecological, economic and social sustainability. The new framework of sustainable indicators allow prioritization when choosing LED/SSL products and can thereby help ensure that short-term decisions on LED/SSL lighting systems are in line with long-term sustainability goals established in society. The new framework can also be a beneficial tool for planners, decision-makers, developers and lighting designers, or for consumers wishing to use LED/SSL lighting in a sustainable manner. Moreover, since some aspects of LED/SSL lighting have not yet been thoroughly studied or developed, some possible future indicators are suggested.
