  Title The Dark Side of the Light: Rachel Carson, Light Pollution, and a Case for Federal Regulation Type Journal Article

  Abstract This comment explores the negative effects of light pollution and considers whether current levels of artificial light at night (LAN) warrant federal control by the Environmental Protection Agency (EPA). This study first identifies the negative effects of light pollution on human health and the environment, treatment of which aligns with the mission statement of the EPA. Light pollution comprises both a private and a public nuisance. Next, this comment assesses the effectiveness of the common law approach, local government, state government, and federal control over light pollution in this context to determine which form of governance is most effective. Then, EPA involvement through federal and state implemented plans, as well as federal regulation of manufacturing is investigated. Last, this comment considers the necessity of private action through an emerging legal reform called new governance, which emphasizes public-private approaches. The negative effects of light pollution on human health and the environment could eventually lead the EPA to assert control over the regulation of light pollution, but under the current presidential administration this is highly unlikely. The predicted lack of government action leads me to call for nongovernment organizations (NGOs) to step in and take action to privately regulate light pollution and mitigate its negative effects through certification regimes, insurance premium incentives, and corporate social responsibility until government exerts regulatory control.

  Abstract The globally increasing light pollution is a well-recognized threat to ecosystems, with negative effects on human, animal and plant wellbeing. The most well-known and widely documented consequence of light pollution is the generally fatal attraction of nocturnal insects to artificial light sources. However, the evolutionary consequences are unknown. Here we report that moth populations from urban areas with high, globally relevant levels of light pollution over several decades show a significantly reduced flight-to-light behaviour compared with populations of the same species from pristine dark-sky habitats. Using a common garden setting, we reared moths from 10 different populations from early-instar larvae and experimentally compared their flight-to-light behaviour under standardized conditions. Moths from urban populations had a significant reduction in the flight-to-light behaviour compared with pristine populations. The reduced attraction to light sources of 'city moths' may directly increase these individuals' survival and reproduction. We anticipate that it comes with a reduced mobility, which negatively affects foraging as well as colonization ability. As nocturnal insects are of eminent significance as pollinators and the primary food source of many vertebrates, an evolutionary change of the flight-to-light behaviour thereby potentially cascades across species interaction networks.

Through a series of interviews with Sark residents, as well as poignant self-reflections, Blair explores the importance of the dark sky on human wellbeing and community.

  Abstract Light emitting diodes (LEDs) and SSL (solid state lighting) are relatively new light sources, but are already widely applied for outdoor lighting. Despite this, there is little available information allowing planners and designers to evaluate and weigh different sustainability aspects of LED/SSL lighting when making decisions. Based on a literature review, this paper proposes a framework of sustainability indicators and/or measures that can be used for a general evaluation or to highlight certain objectives or aspects of special interest when choosing LED/SSL lighting. LED/SSL lighting is reviewed from a conventional sustainable development perspective, i.e., covering the three dimensions, including ecological, economic and social sustainability. The new framework of sustainable indicators allow prioritization when choosing LED/SSL products and can thereby help ensure that short-term decisions on LED/SSL lighting systems are in line with long-term sustainability goals established in society. The new framework can also be a beneficial tool for planners, decision-makers, developers and lighting designers, or for consumers wishing to use LED/SSL lighting in a sustainable manner. Moreover, since some aspects of LED/SSL lighting have not yet been thoroughly studied or developed, some possible future indicators are suggested.

  Abstract Over the past 3 billion years, an endogenous circadian rhythmicity has developed in almost all life forms in which daily oscillations in physiology occur. This allows for anticipation of sunrise and sunset. This physiological rhythmicity is kept at precisely 24 h by the daily cycle of sunlight and dark. However, since the introduction of electric lighting, there has been inadequate light during the day inside buildings for a robust resetting of the human endogenous circadian rhythmicity, and too much light at night for a true dark to be detected; this results in circadian disruption and alters sleep/wake cycle, core body temperature, hormone regulation and release, and patterns of gene expression throughout the body. The question is the extent to which circadian disruption compromises human health, and can account for a portion of the modern pandemics of breast and prostate cancers, obesity, diabetes and depression. As societies modernize (i.e. electrify) these conditions increase in prevalence. There are a number of promising leads on putative mechanisms, and epidemiological findings supporting an aetiologic role for electric lighting in disease causation. These include melatonin suppression, circadian gene expression, and connection of circadian rhythmicity to metabolism in part affected by haem iron intake and distribution.
