  Abstract This paper reports a proposed new system for specifying illuminances and lamp types for equal visual effects at mesopic illuminances, developed within the mesopic lighting panel of the Institution of Lighting Professionals in the UK. This study is applied in residential streets and thus the visual tasks considered are those relevant for pedestrians. It is proposed that the benchmark lamp for residential streets in the UK is the low-pressure sodium lamp; if other types of lamps are used, and these have a CIE General Colour Rendering Index of Ra ≥ 60, then the average illuminance can be reduced by an amount that is determined using the new CIE system for mesopic photometry and is dependent on the scotopic/photopic ratio of the lamp.

  Abstract After dark, road lighting should enhance the visual component of pedestrians’ interpersonal judgements such as evaluating the intent of others. Investigation of lighting effects requires better understanding of the nature of this task as expressed by the typical distance at which the judgement is made (and hence visual size) and the duration of observation, which in past studies have been arbitrary. Better understanding will help with interpretation of the significance of lighting characteristics such as illuminance and light spectrum. Conclusions of comfort distance in past studies are not consistent and hence this article presents new data determined using eye-tracking. We propose that further work on interpersonal judgements should examine the effects of lighting at a distance of 15 m with an observation duration of 500 ms.

  Abstract The scotopic/photopic ratio (S/P) is a parameter that may be considered in the design of road lighting. This paper compares the S/P ratio and correlated colour temperature (CCT) for 297 light source spectra identified in IES Technical Memorandum TM-30-15 to test the assumption that higher S/P ratios demand higher CCTs. The results suggest that, for a given lamp type, there is a strong association between S/P ratio and CCT, and hence that for a given CCT only a small variation in S/P ratio is available. However, the results also suggest that a larger variation in S/P ratio is possible if the lighting designer is able to consider a change in lamp type.
