  Abstract The use of high-power lights during night-time purse seining is common in Vietnam. Typically, metal halide (MH) lamps are used in the commercial fishery to attract fish, however these lights require more energy, have a shorter lifespan, and lower chromatic performance than light emitting diode (LED) lamps. This study examined catch efficiency and fuel consumption when using LED lamps in combination with reduced numbers of MH lamps (10.24 kW), compared to conventional lighting (28.6 kW), used during purse seining off the coast of Ninh Thuan province, Vietnam. The economic performance associated with using LED lamps in this fishery was also assessed. We found no significant differences in catch rates between the different light treatments, however fuel consumption was significantly reduced. Fuel consumption per nightly trip using LED with MH lamps was 70.8 l (11.1 l/h) compared to114 l (17.45 l/hr) using MH lamps alone, an estimated 37.9% reduction in fuel consumption. An investment in LED lamps by a fishing enterprise will require additional initial costs, however our analysis revealed the financial break-event point can be reached after approximately 101 nightly trips when the fuel price is at the 2015 level of USD $0.74 per l. Fishing enterprises can increase their profitability, and reduce CO2 emissions, by using LED lamps in the Vietnamese purse seine fishery.

  Abstract This paper presents a comparative study of differences in energy consumption while applying 2004 and 2014 releases of the CEN/TR 13201 standard for lighting designs. Street lighting optimal design and its optimization is discussed. To provide a reliable comparison, optimal designs for a given representative set of streets were calculated. The optimization was performed by newly developed software. As a test bed, a set of streets was selected with varying physical and traffic characteristics. The energy consumption was measured on the same set of streets both statically, which assumed the same lighting levels throughout night, and with a dynamic control, which adjusted lighting based on traffic intensity. For experiments with the dynamic control, one year of traffic intensity data were used. The findings confirm increased economical impact of dynamic control for the 2014 standard, which results in significant energy saving.

  Abstract This study evaluates an investment project concerning the redevelopment of the public lighting of the Municipality of Rome. In particular, we consider the replacing of the traditional lamps of the system with LED lamps. We consider the factors that affect this kind of project: the cost of energy, the manteinance cost, the investment cost and the Weighted Average Cost of Capital (WACC). Our results underline the reduction of energy consumption and of the maintenance costs, lower emissions of CO2 into the atmosphere, the reduction of light pollution, the positive effects on road safety and the indipendence by incentives.

  Title LED Projects and Economic Test Cases in Europe Type Journal Article

  Abstract Solid-State Lighting (SSL) is a fast evolving, promising energy-efficient technology, offering a wide range of potential uses. The article presents the status of the existing light emitting diode (LED) pilot actions in Europe, analyzing 106 LED test cases from 17 European countries. Projects from the public and commercial sectors form the focus of this article, with special attention devoted to the economics of LED projects – particularly in terms of energy savings. The results of the test cases demonstrate wide variation. Installations offer energy savings of 59% on average (savings range from 10% to more than 90%). In many applications, LEDs are competitive (with payback time ranging from two to 10 years), yet a large number of projects are still in the trial phase. From the test cases reviewed, the most successful applications are, in terms of savings and economic considerations, replacement of both (1) incandescent light bulbs in traffic light systems, and (2) halogen spotlights in indoor applications. The LED projects bring many co-benefits, including lower maintenance costs, improved lighting characteristics, or improved ambience. Some challenges remain to be addressed, such as to improve the quality characteristics of LEDs and the quality of information and data provided by manufacturers/suppliers, and optimality of LED technology for existing street lighting systems.

  Abstract Purpose

Cities and municipalities are facing a great challenge in 2015 when the widely used high-pressure mercury lamps are banned from the European Union market. This results to approximately 18 million lamps to be changed to other light source technologies suitable for outdoor lighting. The most probable replacement technologies are high-pressure sodium and light-emitting diode luminaires. The article provides economic information for the cities and municipalities to use when making the decision on the choice of technology.

Methods

A life cycle cost analysis was conducted for the high-pressure sodium and light-emitting diode luminaires including the investment costs, operating costs and residual value over 30-year time frame. The investment costs included the purchase prices of all parts, freight and installation costs. The operating costs accounted for the energy and maintenance costs, and the residual value was calculated using the 25 % estimate of the initial purchase price. The approach of the calculation considered only the luminaires to be installed; the scope of the study excluded the previous installations, which may contain any light source technology or be inexistent. The analysis excluded the poles, wiring and other infrastructure. A sensitivity analysis additionally studied six scenarios, in which relevant calculation parameters were changed.

Results and discussion

The life cycle cost analysis of the two road lighting luminaire technologies showed that the HPS luminaire was normally a more economical solution compared to the light-emitting diode (LED) luminaire. The total life cycle costs of the HPS luminaire were 45 % lower than those of the LED luminaire per kilometre. However, the scenarios in the sensitivity analysis indicated that there were circumstances where the cost-efficiency of the LED luminaire was particularly improved. In order for the LED technology to become fully competitive against the HPS technology, several scenarios have to take place simultaneously. The life cycle costs of the LED luminaire were reduced compared to the HPS luminaire by increased electricity price, exclusion of spot replacements, reduced purchase price and modularity of the LED luminaire.

Conclusions

Despite the greater luminous efficacy, the LED luminaire was found to have greater life cycle costs compared to the HPS luminaire. However, the LED technology is expected to become more economical in the future due to the development in luminous efficacy, improved product quality, reduction in the purchase price and the enhanced competition in the LED segment. Despite the unfavourable cost structure, the LED technology offers other benefits, such as lighting controls and colour characteristics.
