  Abstract This paper presents a comparative study of differences in energy consumption while applying 2004 and 2014 releases of the CEN/TR 13201 standard for lighting designs. Street lighting optimal design and its optimization is discussed. To provide a reliable comparison, optimal designs for a given representative set of streets were calculated. The optimization was performed by newly developed software. As a test bed, a set of streets was selected with varying physical and traffic characteristics. The energy consumption was measured on the same set of streets both statically, which assumed the same lighting levels throughout night, and with a dynamic control, which adjusted lighting based on traffic intensity. For experiments with the dynamic control, one year of traffic intensity data were used. The findings confirm increased economical impact of dynamic control for the 2014 standard, which results in significant energy saving.

  Abstract The article presents the results of the studies concerning the influence of a light source installed in luminaire of opal sphere type on the light pollution effect of the night sky. It is known from literature reports that the effect of light pollution is influenced by the spectral distribution of light. Although the influence of the spectral distribution has been widely studied from different perspectives, there is still a need to study this phenomenon—for example, from the point of view of the spectral reflection properties of the ground, on which the lanterns are installed. Hence, the above-mentioned aspect was considered in the authors’ investigations. The luminaire considered has been equipped with 20 different light sources, including the latest generation of lamps (light-emitting diodes, LEDs) as well as the conventional ones. With respect to these light sources, the measurements of light distribution and spectral distribution of emitted radiation of the luminaire were performed. Having these measurement data, the simulations were carried out using the DIALux software, and the calculations were made using the specially prepared calculation tool. On the basis of the results obtained in this way this was stated that the type of light source installed in the luminaire has a significant effect on the sky glow. An important factor affecting light pollution is not only the value of the luminous flux emitted upward but also the spectral characteristics of the emitted radiation, the impact of which is most noticeable. The conclusions from the studies indicate the next steps in the analysis of the light pollution effect. These steps will be focused on extended analysis of LEDs as modern and developed light sources.

  Abstract Naval Facilities Engineering Command Northwest (NAVFAC NW) Public Works Department (PWD) Everett recently completed a lighting replacement project at Naval Station (NS) Everett, Washington, utilizing a utility energy service contract (UESC) with Bonneville Power Administration (BPA). The project replaced 74 high pressure sodium (HPS) light fixtures with modern energy saving, light-emitting plasma (LEP) fixtures atop 80-foot light poles along the piers and wharf at NS Everett. The no-glare LEP bulbs last twice as long while using less than half the power of their HPS predecessors. This project was completed at a cost of $160,000 and will result in cost avoidances in annual operating and maintenance of over $16,000, with a payback under 10 years. This UESC-financed and executed project saves one percent of the total shore energy consumption cost. Through similar efficiency projects and energy conservation efforts, NS Everett has reduced power usage by 16 percent in the past year and 40 percent since 2003.

  Abstract Street lighting is an indispensable feature for the night landscape of cities. It is important for road safety, users visual comfort, crime prevention and to augment the perceived personal safety. Realize and maintain an adequate street lighting service is very expensive for municipalities with significant impact on their budgets. For this reason, special attention should be paid to the design of new street lighting systems and to the refurbishment of existing ones, since many of them are inadequate. In light of this it is very important to implement street lighting designs that fulfil lighting requirements avoiding energy waste and light pollution and, at the same time, result economically sustainable for municipalities. In this paper, an original step by step methodology for the lighting, energy and economic analysis of street lighting refurbishment designs has been introduced and explained in detail. The methodology is suitable for use in cities of different sizes. As an applicative example, the methodology has been tested in the town of Pontedera (Italy) and the results are discussed, also providing a sensitivity analysis of the economic feasibility with respect to the variations of electricity prices and investment costs.

  Abstract Improvements in the luminous efficiency of outdoor lamps might not result in energy savings or reductions in greenhouse gas emissions. The reason for this is a rebound effect: when light becomes cheaper, many users will increase illumination, and some previously unlit areas may become lit. We present three policy recommendations that work together to guarantee major energy reductions in street lighting systems. First, taking advantage of new technologies to use light only when and where it is needed. Second, defining maximum permitted illuminances for roadway lighting. Third, defining street lighting system efficiency in terms of kilowatt hours per kilometer per year. Adoption of these policies would not only save energy, but would greatly reduce the amount of light pollution produced by cities. The goal of lighting policy should be to provide the light needed for any given task while minimizing both the energy use and negative environmental side effects of the light.
