Abstract Roadway lighting retrofit is a process continuously developed in urban environments due to both installation aging and technical upgrades. The spectacular example is replacing the high intensity discharge (HID) lamps, usually high pressure sodium (HPS) ones, with the sources based on light-emitting diodes (LED). The main focus in the related research was put on energy efficiency of installations and corresponding financial benefits. In this work, we extend those considerations analyzing how lighting optimization impacts greenhouse gas (GHG) emission reduction and what are the resultant financial benefits expressed in terms of emission allowances prices. Our goal is twofold: (i) obtaining a quantitative assessment of how a GHG footprint depends on a technological scope of modernization of a city HPS-based lighting system; and (ii) showing that the costs of such a modernization can be decreased by up to 10% thanks to a lowered CO 2 emission volume. Moreover, we identify retrofit patterns yielding the most substantial environmental impact.

Abstract This article discusses quantitative recommendations for road lighting as given in guidelines and standards, primarily, the amount of light. The discussion is framed according to the type of road user, the driver and the pedestrian, these being the user groups associated with major and minor roads, respectively. Presented first is a brief history of road lighting standards, from early to current versions, and, where known, the basis of these standards. Recommendations for the amount of light do not appear to be well-founded in robust empirical evidence, or at least do not tend to reveal the nature of any evidence. This suggests a need to reconsider recommended light levels, a need reinforced by recent developments in the science and technology of lighting and of lighting research. To enable improved recommendations, there is a need for further evidence of the effects of changes in lighting: This article therefore discusses the findings of investigations, which might be considered when developing new standards.

Abstract This paper examines how the lighting of roads in the UK might be changed so as to preserve the benefits while minimising energy consumption. It is divided into four sections, these being changes in technology, changes in patterns of use, changes in standards and contracts and changes in the basis of design. Useful changes in technology and patterns of use are available now, but their use will raise the question as to whether or not environmental considerations can override conventional financial constraints. Changes in standards and the basis of design are much more long term. Comparisons of road lighting standards used in different countries show significant differences that deserve examination. As for the basis of design, consideration of the importance of light to fatal and personal injury accidents of different types suggests that road lighting should be concentrated where pedestrians are common, not where speeds are highest. Ultimately, considering carefully what problem road lighting is intended to solve and whether or not road lighting is the best answer is the key to minimising the energy consumption of road lighting without diminishing road safety.
