Abstract People without electricity access, numbering today more than 500 million in rural Africa alone, have been using dim and sooty kerosene lamps and candles for their lighting purposes for decades. In the present paper, current lighting usage patterns are systematically assessed using detailed new survey data from seven countries across Sub-Saharan Africa. The data makes evident that a transition has taken place in recent years, both unnoticed by and without external support from governmental or non-governmental organizations: the rural population without electricity in Africa has replaced kerosene lights and candles by simple, yet more efficient and cleaner LED lamps powered by non-rechargeable batteries. Nevertheless, we also show that the discharged batteries are generally disposed of inappropriately in latrines or the nature. The toxic content of many dry-cell batteries and their accumulation at local litter hotspots may have harmful repercussions on health and the environment. We conclude by suggesting that rapid action is needed to, first, install an effective monitoring system on batteries that enter the continent and, second, put in place an appropriate waste management system.

Abstract This research discusses the feasibility of replacing or supporting artificial lighting with Transgenic Bioluminescent Plants (TBP), as a means of minimizing light pollution, reducing electrical energy consumption and de-carbonizing urban and suburban outdoor environments, creating sustainable conditions and enriching the quality of life. Until now, no information is given about the light output of any TBPs and the question “Are the TBPs capable of producing the necessary lighting levels for exterior lighting?” is unanswered. For this reason, a new methodology is proposed for selecting and analyzing the lighting output potential of transgenic plants ted for specific climatic conditions. This methodology considers growth and reduction factors, as well as a formulae for estimating the plants’ luminous output by performing light measurements. Results show that transgenic plants in medium growth can emit a median luminous flux of up to 57 lm, a value that can definitely support low lighting requirements when used in large numbers of plants. From the lighting measurements and calculations performed in this research, the light output of the TBPs for a typical road with 5m width was found equal to 2lx. The amount of plants required was 40 at each side of the road for every 30m of streets with P6 road class. The results show that the use of bioluminescent plants can actually contribute to the reduction of energy consumption, concerning only the lighting criterium, thus creating an enormous opportunity for a new state-of- the-art market and research that could potentially minimize CO2 emissions and light pollution, improve urban and suburban microclimate, mitigate the effects of climate change, as well as provide an alternative means of lighting affecting both outdoor lighting design and landscape planning in suburban and urban settings. Moreover, further research should be applied considering also other possible ecological impacts before applying TBPs for exterior lighting applications.

Abstract This research analyzes the factors that can improve the efficiency of public lighting. First, the annual and inter-annual efficiency levels are calculated. Second, the effects of a set of environmental variables on these efficiency levels are checked with a truncated regression model. The results show that public management is more efficient than private or mixed management. Higher tourism, stronger local governments, and more hours of sunlight appear to improve efficiency. Local governments with the highest budgetary revenues and the most urbanized area experience the greatest improvement in efficiency year after year.

Abstract Low Mounting Height Luminaires (LMHL) are used in many cities on viaducts, cross-sea and cross-river bridges due to their unique advantages. However, the flicker effect is an important factor that needs to be considered in road lighting using fixed LMHL. At present, there are not many researchers in the field of international lighting. Previous types of road lighting design were based on the method of the tunnel lighting flicker effect. At the same time, the flicker effect is mainly based on the subjective feelings of people but is not quantified. In this paper, the Flicker Index (FI) is calculated by measuring the parameters of streetlamps to evaluation flicker effect. Secondly, the suggestion to offset the flicker effect in CIE 88-2004 “Guide for the Lighting of Road Tunnels and Underpasses” is to limit the speed of the vehicle and adjust the road light spacing to avoid the flicker sensitive area on human eyes, while ignoring the essential problem of how the flicker effect is generated through the energy level of the stimulating optical signal. Two factors affecting the strength of the flicker effect are proposed: energy ratio and duty cycle. The duty cycle, in time, refers to the proportion of the strong and weak flashing signals during the period; in space, it refers to the proportional relationship between the length of the luminaire and the distance between the lamps, which is related to the running speed of the vehicle. It is consistent with the CIE recommendations for flicker. Thirdly, the essence of the flicker effect is the problem of the energy level of the stimulus signal. This study investigated the reduction in the brightness of the light source, hence reducing the energy of the visual stimulation signal to the human eye in order to judge the degree of fatigue in human vision. The experimental results show that the degree of fatigue in human vision decreases when the brightness of the experimental light source decreases. Therefore, the key to changing the flicker effect of LMHL is to reduce the contrast between the surface brightness of the luminaire and the brightness of the spatial background.

Abstract Street lighting is an indispensable feature for the night landscape of cities. It is important for road safety, users visual comfort, crime prevention and to augment the perceived personal safety. Realize and maintain an adequate street lighting service is very expensive for municipalities with significant impact on their budgets. For this reason, special attention should be paid to the design of new street lighting systems and to the refurbishment of existing ones, since many of them are inadequate. In light of this it is very important to implement street lighting designs that fulfil lighting requirements avoiding energy waste and light pollution and, at the same time, result economically sustainable for municipalities. In this paper, an original step by step methodology for the lighting, energy and economic analysis of street lighting refurbishment designs has been introduced and explained in detail. The methodology is suitable for use in cities of different sizes. As an applicative example, the methodology has been tested in the town of Pontedera (Italy) and the results are discussed, also providing a sensitivity analysis of the economic feasibility with respect to the variations of electricity prices and investment costs.
