Abstract Künstliches Licht kann als eine der größten technischen Errungenschaften der Menschheit angesehen werden, die erhebliche Veränderungen bzw. Fortschritte der Arbeits- und Lebensweisen ermöglichen. Mit künstlicher Beleuchtung wird aber auch der natürliche Rhythmus von Tag und Nacht verändert und damit das Gesamtgefüge des Naturhaushaltes und der Nachtlandschaft transformiert. Ein natürlich dunkler Nachthimmel ist in Deutschland selten geworden. Licht-glocken über urbanen Gebieten sind weit weg von ihrem Entstehungsort in unbeleuchteten Gebieten noch sichtbar und lassen Sterne und die Milchstraße unkenntlich werden. Nicht nur das direkte elektrische Licht erleuchtet unsere Umwelt, sondern auch der nach oben abgestrahlte und reflektierte Teil des Lichts. Schichten der Atmosphäre, Staub oder Wassertropfen reflektieren und streuen das Licht. Dieser auch als Skyglow bezeichnete Effekt bewirkt eine zusätzliche Erhellung. Neben dieser künstlich erhöhten Himmelshelligkeit kann Licht auch die direkte Umgebung ungewollt aufhellen oder durch Blendung das Sehen einschränken. Licht ist ein wichtiger externer Zeitgeber für die innere Uhr der Lebewesen, an dessen natürlichen Rhythmus sich Menschen, Tiere und Pflanzen über Jahrhunderte angepasst haben. So wird vermutet, dass die permanent und periodisch veränderten Lichtverhältnisse durch zunehmende künstliche Beleuchtung negative Auswirkungen auf die menschliche Gesundheit haben und ebenso zu ökologischen Beeinträchtigungen führen.All diese nichtintendierten Wirkungen der künstlichen Beleuchtung werden unter dem Sammelbegriff Lichtverschmutzung verstanden. Lichtverschmutzung ist hier definiert als unerwünschte Wirkung künstlicher Beleuchtung im Außenbereich, also das Licht, das räumlich (Richtung und Fläche), zeitlich (Tages- und Jahreszeit, Dauer, Periodizität) oder in der Intensität oder spektralen Zusammensetzung (z.B. Ultraviolett- oder Blauanteil) über den reinen Beleuchtungszweck hinaus nicht beabsichtigte Auswirkungen hat (Kuechly et al. 2018). Mit dem vorliegenden Bericht werden der wissenschaftliche Erkenntnis-stand im Hinblick auf Umfang und Trends der Lichtverschmutzung sowie ihre wirtschaftlichen und soziokulturellen, humanmedizinischen und ökologischen Wirkungen zusammengefasst. Auf Basis dieser Erkenntnisse und aktueller beleuchtungstechnologischer und lichtplanerischer Möglichkeiten werden Handlungsoptionen abgeleitet, die eine Verringerung der Lichtverschmutzung bei gleichzeitiger Berücksichtigung der nutzbringenden Ziele der Beleuchtung unterstützen können.

Title Limiting the impact of light pollution on human health, environment and stellar visibility Type Journal Article

Abstract Light pollution is one of the most rapidly increasing types of environmental degradation. Its levels have been growing exponentially over the natural nocturnal lighting levels provided by starlight and moonlight. To limit this pollution several effective practices have been defined: the use of shielding on lighting fixture to prevent direct upward light, particularly at low angles above the horizon; no over lighting, i.e. avoid using higher lighting levels than strictly needed for the task, constraining illumination to the area where it is needed and the time it will be used. Nevertheless, even after the best control of the light distribution is reached and when the proper quantity of light is used, some upward light emission remains, due to reflections from the lit surfaces and atmospheric scatter. The environmental impact of this “residual light pollution”, cannot be neglected and should be limited too. Here we propose a new way to limit the effects of this residual light pollution on wildlife, human health and stellar visibility. We performed analysis of the spectra of common types of lamps for external use, including the new LEDs. We evaluated their emissions relative to the spectral response functions of human eye photoreceptors, in the photopic, scotopic and the 'meltopic' melatonin suppressing bands. We found that the amount of pollution is strongly dependent on the spectral characteristics of the lamps, with the more environmentally friendly lamps being low pressure sodium, followed by high pressure sodium. Most polluting are the lamps with a strong blue emission, like Metal Halide and white LEDs. Migration from the now widely used sodium lamps to white lamps (MH and LEDs) would produce an increase of pollution in the scotopic and melatonin suppression bands of more than five times the present levels, supposing the same photopic installed flux. This increase will exacerbate known and possible unknown effects of light pollution on human health, environment and on visual perception of the Universe by humans. We present quantitative criteria to evaluate the lamps based on their spectral emissions and we suggest regulatory limits for future lighting.

Abstract Workers in construction and transportation sectors are at increased risk for work-related injuries and fatalities by nearby traffic. Barricade-mounted warning lights meeting current specifications do not always provide consistent and adequate visual guidance to drivers and can contribute to glare and reduced safety. Through an implementation of sensors and wireless communications, a novel, intelligent set of warning lights and a tablet-based interface were developed. The lights modulate between 100% and 10% of maximum intensity rather than between 100% and off in order to improve visual guidance and adjust their overall intensity based on ambient conditions. The lights can be synchronized or operated in sequential flash patterns at any frequency between 1 and 4 Hz, and sequential patterns automatically update based on global positioning satellite (GPS) locations displayed in the control interface. A successful field demonstration of the system verified that its functions were viewed favorably by transportation safety personnel.

Abstract Electronic street lights are big consumers of energy, costing millions to cities and municipalities around the world. Solar Street light is one of the method to reduce the power consumption by generate the energy using the solar Photovoltaic panel. This system includes the power generators (panel), storage (batteries) and management (controller) as well as the light, poles and weather proof housing for batteries. Life cycle inventories are based on manufacturers data combined with additional calculation and assumption. The Life Cycle Assessment (LCA) methodology used in this research was based on the ISO 14040 and 14044 series. In this paper, the LCA method is used to investigate the environmental impacts of two types of street light technology, conventional street light and solar street light. The cradle to grave analysis for conventional and solar street light includes raw material extraction, production, uses and end of life scenario. The detail investigation has made for the existing solar street light present at Gandhigram Rural University, Dindigul Dist, Tamil Nadu. The specification of the solar street light is 80W capacity, 1.2 m2 area of panel and 135Ah – 12V battery. The total no of poles is 70. For the above system carbon intensity, Energy Pay Back Period and Carbon Pay Back Period have been calculated and compared with conventional street light. The result from the study will support local decision makers when seeking a balance between the environmental, financial and social requirements of public lighting services.

Title Seattle LED Adaptive Lighting Study Type Report

Abstract The Northwest Energy Efficiency Alliance (NEEA) and the City of Seattle partnered to evaluate the future of solid state street lighting in the Pacific Northwest with a two-night demonstration in Seattle's Ballard neighborhood in March 2012. The study evaluates the effectiveness of LED streetlights on nighttime driver object detection visibility as function of light source spectral distribution (color temperature in degrees K) and light distribution. Clanton & Associates and VTTI also evaluated adaptive lighting (tuning of streetlights during periods of reduced vehicular and pedestrian activity) at three levels: one hundred percent of full light output, fifty percent of full light output, and twenty-five percent of full light output. The study, led by Clanton & Associates, Continuum Industries, and the VTTI, built upon previous visual performance studies conducted in Anchorage, Alaska; San Diego, California; and San Jose, California. The use of LED technology for city street lighting is becoming more widespread. While these lights are primarily touted for their energy efficiency, the combination of LEDs with advanced control technology, changes to lighting criteria, and a better understanding of human mesopic (low light level) visibility creates an enormous potential for energy savings and improved motorist and pedestrian visibility and safety. Data from these tests support the following statements: LED luminaires with a correlated color temperature of 4100K provide the highest detection distance, including statistically significantly better detection distance when compared to HPS luminaires of higher wattage. The non-uniformity of the lighting on the roadway surface provides a visibility enhancement and greater contrast for visibility. Contrast of objects, both positive and negative, is a better indicator of visibility than is average luminance level. Dimming the LED luminaires to fifty percent of IES RP-8 levels did not significantly reduce object detection distance in dry pavement conditions. Participants perceived dimming of sidewalks as less acceptable than dimming to the same level on the roadway. Asymmetric lighting did reduce glare and performed similarly to the symmetric lighting at the same color temperature (4100K).
