  Abstract Is moonlight 'silver' or 'cold'? In this paper we discuss the interesting combination of factors that contribute to the common descriptions of moonlight. Sunlight is reflected from the lunar surface and red-shifted. When traversing the atmosphere, moonlight is further depleted of short wavelength content by Rayleigh scattering. We measured the spectra of the moonlight to show these effects and compared them with sunlight. All measurements, including spectral reflectance, suggest that moonlight is redder than sunlight. The silvery Moon is just an illusion due to the properties and behaviour of our own eyes, including the responses of rods and cones and the physiological perceptive phenomenon called Purkinje shift.

  Abstract The paper considers the justification for the application of light-emitting diode (LED) technology to urban lighting. The results suggest that LEDs are convenient for architectural lighting and deserve to be considered for use in ambient lighting. The recently developed Commission Internationale de l’Eclairage (CIE) mesopic system enabled the inclusion of mesopic effects into a comprehensive techno-economic analysis, which dealt with efficiency, maintenance and financial aspects of the use of LEDs in street and roadway lighting. It is concluded that the average energy savings when using LED instead of high-pressure sodium (HPS) luminaires amount to 19–26% for single-sided, staggered and opposite layouts, although they are frequently negligible if mesopic effects are not included. The total costs of the LED lighting solutions, even including mesopic effects, are 1.36 to 6.44 times higher than those of the comparable HPS lighting solutions. Therefore, LEDs are questionable for street and roadway lighting.

  Abstract Evidence has accumulated that rod activation under mesopic and scotopic light levels alters visual perception and performance. Here we review the most recent developments in the measurement of rod and cone contributions to mesopic color perception and temporal processing, with a focus on data measured using a four-primary photostimulator method that independently controls rod and cone excitations. We discuss the findings in the context of rod inputs to the three primary retinogeniculate pathways to understand rod contributions to mesopic vision. Additionally, we present evidence that hue perception is possible under scotopic, pure rod-mediated conditions that involves cortical mechanisms.
