  Title Constructing a New Inter-Calibration Method for DMSP-OLS and NPP-VIIRS Nighttime Light Type Journal Article

  Abstract The anthropogenic nighttime light (NTL) data that are acquired by satellites can characterize the intensity of human activities on the ground. It has been widely used in urban development assessment, socioeconomic estimate, and other applications. However, currently, the two main sensors, Defense Meteorological Satellite Program’s Operational Linescan System (DMSP-OLS) and Suomi National Polar-orbiting Partnership Satellite’s Visible Infrared Imaging Radiometer Suite (NPP-VIIRS), provide inconsistent data. Hence, the application of NTL for long-term analysis is hampered. This study constructed a new inter-calibration method for DMSP-OLS and NPP-VIIRS nighttime light to solve this problem. First, NTL data were processed to obtain vicarious site across China. By comparing different candidate models, it is discovered the Biphasic Dose Response (BiDoseResp) model, which is a weighted combination of sigmoid functions, can best perform the regression between DMSP-OLS and logarithmically transformed NPP-VIIRS. The coefficient of determination of BiDoseResp model reaches 0.967. It’s residual sum of squares is 6.136×105 , which is less than 6.199×105 of Logistic function. After obtaining the BiDoseResp-calibrated VIIRS (BDRVIIRS), we smoothed it by a filter with optimal parameters to maximize the consistency. The result shows that the consistency of NTL data is greatly enhanced after calibration. In 2013, the correlation coefficient between DMSP-OLS and original NPP-VIIRS data in the China region is only 0.621, while that reaches to 0.949 after calibration. Finally, a consistent NTL dataset of China from 1992 to 2018 was produced. When compared with the existing methods, our method is applicable to the full dynamic range of DMSP-OLS. Besides, it is more suitable for country or larger scale areas. It is expected that this method can greatly facilitate the development of research that is based on the historical NTL archive.

  Abstract Collecting information on bat prey availability usually involves the use of light traps to capture moths and flies that constitute the main prey items of most insectivorous bats. However, despite the recent awareness on the adverse effects of light on bats, little is known regarding the potential impacts of light trapping on the bat sampling outcomes when passive acoustic sampling and light trapping are implemented simultaneously. Using a before–after experimental design that involved the installation of a 6 W actinic light trap 1 m away from the bat detector, we tested the predictions that (1) slow‐flying bat species will be less active when the light trap is present, while the opposite will be true for fast‐flying species; and (2) bat species richness will be lower at lit conditions compared to dark ones. Our results suggest that the use of light traps in combination with bat detectors may considerably influence the outcomes of acoustic sampling. Although the activity of fast‐flying bat species did not differ between the two treatments, we found that the activity of slow‐flying ones such as Rhinolophus ferrumequinum and Rhinolophus hipposideros decreased significantly at lit conditions. Furthermore, we recorded fewer bat species when the light trap was deployed. To overcome this issue, we strongly recommend either (1) placing light traps at a considerable distance from bat detectors; or (2) using light traps during the night that follows the bat sampling if sampling needs to be at the same position; or (3) deploying non‐attractant insect traps such as Malaise traps if Lepidoptera is not the main order targeted.

  Abstract The growing emissions of artificial light to the atmosphere are producing, among other effects, a significant increase of the night sky brightness (NSB) above its expected natural values. A permanent sensor network has been deployed in Galicia (northwest of Iberian peninsula) to monitor the anthropogenic disruption of the night sky darkness in a countrywide area. The network is composed of 14 detectors integrated in automated weather stations of MeteoGalicia, the Galician public meteorological agency. Zenithal NSB readings are taken every minute and the results are openly available in real time for researchers, interested stakeholders and the public at large through a dedicated website. The measurements allow one to assess the extent of the loss of the natural night in urban, periurban, transition and dark rural sites, as well as its daily and monthly time courses. Two metrics are introduced here to characterize the disruption of the night darkness across the year: the significant magnitude (m1/3) and the moonlight modulation factor (γ). The significant magnitude shows that in clear and moonless nights the zenithal night sky in the analysed urban settings is typically 14–23 times brighter than expected from a nominal natural dark sky. This factor lies in the range 7–8 in periurban sites, 1.6–2.5 in transition regions and 0.8–1.6 in rural and mountain dark sky places. The presence of clouds in urban areas strongly enhances the amount of scattered light, easily reaching amplification factors in excess of 25, in comparison with the light scattered in the same places under clear sky conditions. The periodic NSB modulation due to the Moon, still clearly visible in transition and rural places, is barely notable at periurban locations and is practically lost at urban sites.

  Title Age of enlightenment: long-term effects of outdoor aesthetic lights on bats in churches Type Journal Article

  Abstract We surveyed 110 country churches in south-western Sweden for presence of brown long-eared bats Plecotus auritus in summer 2016 by visual inspection and/or evening emergence counts. Each church was also classified according to the presence and amount of aesthetic directional lights (flood-lights) aimed on its walls and tower from the outside. Sixty-one of the churches had previously been surveyed by one of us (J.R.) between 1980 and 1990, before lights were installed on Swedish churches, using the same methods. Churches with bat colonies had decreased significantly in frequency from 61% in 1980s to 38% by 2016. All abandoned churches had been fitted with flood-lights in the period between the two surveys. The loss of bat colonies from lit churches was highly significant and most obvious when lights were applied from all directions, leaving no dark corridor for the bats to leave and return to the roost. In contrast, in churches that were not lit, all of 13 bat colonies remained after 25+ years between the surveys. Lighting of churches and other historical buildings is a serious threat to the long-term survival and reproduction of light-averse bats such as Plecotus spp. and other slow-flying species. Bat roosts are strictly protected according to the EU Habitats Directive and the EUROBATS agreement. Lighting of buildings for aesthetic purposes is becoming a serious environmental issue, because important bat roosts are destroyed in large numbers, and the problem should be handled accordingly. As a start, installation of flood-lights on historical buildings should at least require an environmental impact assessment (EIA).

  Abstract Transparency has been widely promoted as a tool for improving public service

delivery; however, empirical evidence is inconclusive. We suggest that the effects of transparency on service provision are contingent on the nature of the service. Specifically, transparency is more likely to improve the quality of service provision when street-level discretion is high, since discretion increases information asymmetries, and, in the absence of transparency, allows officials to target public services in suboptimal ways. Using finely grained data from the Vietnam Provincial Governance and Public Administration Performance Index between 2011–2017, we show that communes that experience increases in transparency also experience improved quality of education and health (services characterized by greater discretion), while the quality of infrastructure

provision (characterized by less discretion) bears no relation to increased transparency. The findings help us understand when transparency can improve service provision, as well the effects of transparency reforms in non-democratic settings.
