  Title Impact of the Green Light Program on haze in the North China Plain, China Type Journal Article

  Abstract (up) As the world's largest developing country, China has undergone ever-increasing demand for electricity during the past few decades. In 1996, China launched the Green Light Program (GLP), which became a national energy conservation activity for saving lighting electricity as well as an effective reduction of the coal consumption for power generation. Despite the great success of the GLP, its effects on haze have not been investigated and well understood. This study focused on assessing the potential coal saving induced by the improvement of luminous efficacy, the core of the GLP, and on estimating the consequent effects on the haze in the North China Plain (NCP), where a large number of power plants are located and are often engulfed by severe haze. The estimated potential coal saving induced by the GLP can reach a massive value of 120–323 million tons, accounting for 6.7 %–18.0 % of the total coal consumption for thermal power generation in China. There was a massive potential emission reduction of air pollutants from thermal power generation in the NCP, which was estimated to be 20.0–53.8 Gg for NOx and 6.9–18.7 Gg for SO2 in December 2015. The potential emission reduction induced by the GLP plays important roles in the haze formation, because the NOx and SO2 are important precursors for the formation of particles. To assess the impact of the GLP on haze, sensitivity studies were conducted by applying a regional chemical–dynamical model (WRF-CHEM). The model results suggest that in the case of lower-limit emission reduction, the PM2.5 concentration decreased by 2–5 µg m−3 in large areas of the NCP. In the case of upper-limit emission reduction, there was much more remarkable decrease in PM2.5 concentration (4–10 µg m−3). This study is a good example to illustrate that scientific innovation can induce important benefits for environment issues such as haze.

  Abstract (up) As the world’s largest developing country and greenhouse gas emitter, China’s residential energy consumption (REC) is now responsible for over 11% of the country’s total energy consumption. In this paper, we present a novel method that utilizes spatially distributed information from the Defense Meteorological Satellite Program’s Operational Linescan System (DMSP–OLS) and human activity index (HAI) to test the hypothesis that counties with similar carbon dioxide emissions from REC are more spatially clustered than would be expected by chance. Our results revealed a high degree of county-level clustering in the distribution of emissions per capita. However, further analysis showed that high-emission counties tended to be surrounded by counties with relatively low per capita GDP levels. Therefore, our results contrasted with other evidence that REC emissions were closely related to GDP levels. Accordingly, we stress the need for the consideration of other factors in determining emission patterns, such as residential consumption patterns (e.g., consumer choices, behavior, knowledge, and information diffusion).

  Abstract (up) As the world’s most traded commodity, oil production is typically well monitored and analyzed. It also has established links to geopolitics, international relations, and security. Despite this attention, the illicit production, refining, and trade of oil and derivative products occur all over the world and provide significant revenues outside of the oversight and regulation of governments. A prominent manifestation of this phenomenon is how terrorist and insurgent organizations—including the Islamic State group, also known as ISIL/ISIS or Daesh—use oil as a revenue source. Understanding the spatial and temporal variation in production can help determine the scale of operations, technical capacity, and revenue streams. This information, in turn, can inform both security and reconstruction strategies. To this end, we use satellite multi-spectral imaging and ground-truth pre-war output data to effectively construct a real-time census of oil production in areas controlled by the ISIL terrorist group. More broadly, remotely measuring the activity of extractive industries in conflict-affected areas without reliable administrative data can support a broad range of public policy and decisions and military operations.

  Abstract (up) Astronomers and pilots have known for a long time that closing one eye can preserve vision in that eye while going from dark to light and back. Recently, it was reported that viewing a smartphone monocularly in an otherwise dark room can lead to transient, but strong reductions in retinal sensitivity in that eye (Alim-Marvasti, Bi, Mahroo, Barbur, & Plant, 2016). But seeing detail is not the only function that is mediated by the retina. Here, we address the question whether light exposure to one eye only (monocular) has tangible effects on the suppression of melatonin by light, relative to both eyes open (binocular).

  Abstract (up) Astronomers consider light pollution to be a growing problem, however few studies have addressed potential effects of light pollution on wildlife. Sunlight is believed to initiate song in many bird species. If light initiates song, then light pollution may be influencing avian song behavior at a population level. This hypothesis predicts that birds breeding in areas with large amounts of artificial light will begin singing earlier in the day than birds in areas with little artificial light. Birds in highly illuminated areas might begin singing earlier than did birds in those same areas in previous years when artificial light levels were known to be, or were presumably, lower. Also, birds should begin singing earlier within a site on brightly lit nights. In 2002 and 2003 I documented initiation of morning song by breeding American Robins (Turdus migratorius) in areas with differing intensity of artificial nocturnal light. I compared my observations among sites and against historical studies. Robin populations in areas with large amounts of artificial light frequently began their morning chorus during true night. Chorus initiation time, relative to civil twilight, was positively correlated with amount of artificial light present during true night. Robin choruses in areas with little, or presumably little, artificial light have almost never begun during true night, instead appearing to track the onset of civil twilight. Proliferation of artificial nocturnal light may be strongly affecting singing behavior of American Robins at a population level.
