  Abstract Purpose

The purpose of this study is to estimate an individual’s probability of preservation the night view of Han-River Bridge at tax using the CVM; and to present the effects of 4Es on experience economy theory.

Design/methodology/approach

The on-site survey was conducted in the 11 district Han-river parks; Gwangnaru, Jamsil, Ttukseom, Jamwon, Banpo, Yeechon, Yeouido, Mangwon, Nanji, Ganseo and Yanghwa district including 24 bridge ssuch as Banpo, Olympic Bridge during the 8-9pm around the lighting and 9-10pm peak time of lighting.

Findings

Truncated mean WTP indicates that the economic value of the night view of Han-River Bridge is 49,575 won (about U.S. $50) per household, which implies the significance of the preservation value of the night view.

Research limitations/implications

This study sets a hypothetical market and there are limitations on hypothetical bias of the DC CVM. For the future study, a survey with a specific real payment vehicle in an attempt to reduce hypothetical bias can be a tool for the prevention of the overestimation.

Practical implications

Through the study, Seoul city has to invest aggressively on the night view landscape business of Han River bridge, which can become a landmark and lots of attraction effect of tourists. Since this study’s core aim was to justify the economic value of the night-view of the Han-River bridges, the estimated amount strongly supports the lighting business of the Han-River bridge.

Originality/value

The results of this research may help policy makers of Han-River to establish practical decision whether improving and preserving the Han-River’s night view lighting business are worth the value.

  Abstract This paper aims to examine the economic impact from dark-sky tourism in national parks in the USA on the Colorado Plateau. The Colorado Plateau is a region encompassing parts of Arizona, Colorado, New Mexico and Utah that is known for its dark, star-filled night skies. Tourists in national parks are increasingly interested in observing this natural recreational amenity – especially considering that it is an ecological amenity that is quickly disappearing from the planet. Using a 10-year forecast of visitors to the national parks and using standard input-output modeling, it is observed that, for the first time anywhere, the value of dark skies to tourism in this area. The authors find that non-local tourists who value dark skies will spend $5.8bn over the next 10 years in the Colorado Plateau. These tourist expenditures will generate $2.4bn in higher wages and create over 10,000 additional jobs each year for the region. Furthermore, as dark skies are even more intense natural amenity in the non-summer months, they have the ability to increase visitor counts to national parks year-round and lead to a more efficient use of local community and tourism-related resources throughout the year.

  Abstract It is well known from the literature that road lighting has significant safety benefits. The NZTA Economic Evaluation Manual (EEM) quotes a 35% reduction in crashes as the effect of upgrading or improving lighting where lighting is poor.

However, no well-established dose–response relationship to lighting parameters exists from which one can deduce benchmark levels of lighting for safety.

This study looked at a sample of street lighting installations spread over the urban areas of nine territorial local authorities. Standard street lighting parameters were measured in the field using a variety of instruments including illuminance meter, luminance meter and digital camera. Field measurements were related to the ratio of night-time to day time crashes as a measure of night time safety vis-a-vis daytime safety.

A statistically significant dose–response relationship was found between average road luminance and safety across all traffic volume groups, with an indication that the relationship may be stronger where more serious crashes are involved.

Threshold increment was also a significant variable but not so longitudinal uniformity or overall uniformity.

The results related to luminance will allow practitioners to better estimate the safety benefits of different levels of lighting resulting in better targeting of expenditure.

  Abstract Nocturnal lighting is a primary method for enabling human activity. Outdoor lighting is used extensively worldwide in residential, commercial, industrial, public facilities, and roadways. A radiance calibrated nighttime lights image of the United States has been assembled from Defense Meteorological Satellite Program (DMSP) Operational Linescan System (OLS). The satellite observation of the location and intensity of nocturnal lighting provide a unique view of humanities presence and can be used as a spatial indicator for other variables that are more difficult to observe at a global scale. Examples include the modeling of population density and energy related greenhouse gas emissions.

  Abstract Artificial Light at Night (ALAN) may have various environmental impacts ranging from compromising the visibility of astronomical objects to the perturbation of circadian cycles in animals and humans. In the past much research has been carried out to study the impact of ALAN on the radiance of the night sky during clear sky conditions. This was mainly justified by the need for a better understanding of the behavior of ALAN propagation into the environment in order to protect world-class astronomical facilities. More recently, alongside to the threat to the natural starry sky, many issues have emerged from the biological science community. It has been shown that, nearby or inside cities, the presence of cloud cover generally acts as an amplifier for artificial sky radiance while clouds behave as attenuators for remote observers. In this paper we show the spectral behavior of the zenith sky radiance amplification factor exerted by clouds inside a city. We compare in-situ measurements made with the spectrometer SAND-4 with a numerical model applied to the specific geographical context of the Universidad Complutense de Madrid in Spain.
