  Abstract The Defense Meteorological Satellite Program/Operational Linescane System (DMSP/OLS) stable night-time light (NTL) data showed great potential in urban extent mapping across a variety of scales with historical records dating back to 1990s. In order to advance this data, a systematic methodology review on NTL-based urban extent mapping was carried out, with emphases on four aspects including the saturation of luminosity, the blooming effect, the intercalibration of time series, and their temporal pattern adjustment. We think ancillary features (e.g. land surface conditions and socioeconomic activities) can help reveal more spatial details in urban core regions with high digital number (DN) values. In addition, dynamic optimal thresholds are needed to address issues of different exaggeration of NTL data in the large scale urban mapping. Then, we reviewed three key aspects (reference region, reference satellite/year, and calibration model) in the current intercalibration framework of NTL time series, and summarized major reference regions in literature that were used for intercalibration, which is critical to achieve a globally consistent series of NTL DN values over years. Moreover, adjustment of temporal pattern on intercalibrated NTL series is needed to trace the urban sprawl process, particularly in rapidly developing regions. In addition, we analysed those applications for urban extent mapping based on the new generation NTL data of Visible/Infrared Imager/Radiometer Suite. Finally, we prospected the challenges and opportunities including the improvement of temporally inconsistent NTL series, mitigation of spatial heterogeneity of blooming effect in NTL, and synthesis of different NTL satellites, in global urban extent mapping.

  Abstract Data sensed by the US Air Force Defence Meteorological Satellite Program (DMSP) Operational Linescan System (OLS) during the years 2000 and 2001 in Brazil were tested as a tool to monitor reduction of nocturnal lighting. This particular timing was examined as the Brazilian population and industry were forced to reduce electric power consumption by 20% during 2001, in relation to 2000, for a period of several months, starting officially on 1 June 2001. Large urban agglomerates were compelled to switch off city lights by at least the same amount. The Distrito Federal (DF), including the Brazilian capital, Brasilia, was one of the primary areas where the government actively sought electric power consumption reductions. Using the DF as a study case, we demonstrate that the mean grey levels derived from averaging DMSP-OLS data acquired over urban centres appear to be a useful index to monitor relative oscillations in energy consumption.

  Abstract Two datasets that depict the night-time light emitted from the conterminous USA during 1992/1993 and 2000 were compared for changes in light emission. The locations of observed differences in night-time light during this interval were examined for differences observed in a time-integrated vegetation index associated with net primary production. Just over 13% of the land area within the study region exhibited greater night-time light emitted in 2000 compared to 1992/1993. The locations of greater emitted light were found to have decreased values of the time-integrated vegetation index compared to locations that did not exhibit significant increases in emitted light. The observed decrease in the time-integrated vegetation index within the regions of greater emitted light is likely to be due to the change in land cover (increased urbanization) during this interval. The results suggest that the emitted light data were more useful for assessment of urban growth than the integrated vegetation index data.

  Abstract The disaster information system, the Early Damaged Area Estimation System (EDES), was developed to estimate damaged areas of natural disaster using the night-time imagery of the Defense Meteorological Satellite Program Operational Linescan System (DMSP-OLS). The system employs two estimation methods to detect the city lights loss or reduction as possible impacted areas; one is the bi-temporal images (BTI) method and the other is the time-series images (TSI) method. Both methods are based on significance tests assuming that brightness of city lights fluctuates as normal random variables, and the BTI method is simplified by introducing the assumption that the standard deviation of city lights fluctuation is constant. The validity of the estimation method is discussed based on the result of the application to the 2001 Western India earthquake disaster. The estimation results identify the damaged areas distant from the epicentre fairly well, especially when using the TSI method. The system is designed to estimate the global urban damage and to provide geographic information through the Internet within 24 h after a severe disaster event. The information is expected to support the disaster response and relief activities of governments and non-governmental organizations.

  Abstract The Suomi National Polar-orbiting Partnership visible infrared imaging radiometer suite instrument has successfully operated since its launch in October 2011. Stray-light contamination is much larger than prelaunch expectations, and it causes a major decrease in quality of the day-night band night imagery when the spacecraft is crossing the Northern or Southern day-night terminators. The stray light can be operationally estimated using Earth-view data that are measured over dark surfaces during the new moon each month. More than 7 years of nighttime images have demonstrated that the stray-light contamination mainly depends on the Earth–Sun–spacecraft geometry, so its intensity is generally estimated as a function of the satellite zenith angle. In practice, stray-light contamination is also detector- and scan-angle-dependent. Previous methods of stray-light prediction generally rely on using the known stray light level from the same month in the previous year, when the Earth–Sun–spacecraft geometries had been similar. We propose a new method to predict stray-light contamination. The Kullback–Leibler similarity metric is used as a method to combine data from multiple years with appropriate adjustments for degradation and geometry drifts in order to calculate a fused stray-light contamination correction. The new method provides an improved prediction of stray-light contamination compared to the existing methods and may be considered for future use in the real-time NASA Level-1B products.
