  Abstract Estimation of electric power and power plant CO2 emissions using satellite remote sensing data is essential for the management of energy consumption and greenhouse gas monitoring. For estimation, the relationship between Defense Meteorological Satellite Program Operational Linescan System (DMSP/OLS) annual nighttime stable light product (NSL) for 2006 and statistical data on power generation, power consumption, and power plant CO2 emissions in 10 electric power supply regions of Japan was investigated. Unlike other power plants, thermal plants directly emit CO2 by burning fossil fuels when generating electricity. Among the nighttime lights in the NSL, only light from thermal power is related to power plant CO2 emission. The percentage of thermal power generation to total power generation (K%) is thus a key parameter for estimating nighttime light by power consumption from thermal power plants. In this study, the DMSP/OLS annual nighttime radiance-calibrated product (RCI) for 2006 and the NSL data corrected by K% were employed to estimate electric power and power plant CO2 emissions. Results indicated that the RCI data can offer more accurate estimates of electric power consumption than can the NSL data. It was also found that NSL and RCI data corrected by K% are good proxies for estimating power plant CO2 emissions.

  Abstract As the world’s largest developing country and greenhouse gas emitter, China’s residential energy consumption (REC) is now responsible for over 11% of the country’s total energy consumption. In this paper, we present a novel method that utilizes spatially distributed information from the Defense Meteorological Satellite Program’s Operational Linescan System (DMSP–OLS) and human activity index (HAI) to test the hypothesis that counties with similar carbon dioxide emissions from REC are more spatially clustered than would be expected by chance. Our results revealed a high degree of county-level clustering in the distribution of emissions per capita. However, further analysis showed that high-emission counties tended to be surrounded by counties with relatively low per capita GDP levels. Therefore, our results contrasted with other evidence that REC emissions were closely related to GDP levels. Accordingly, we stress the need for the consideration of other factors in determining emission patterns, such as residential consumption patterns (e.g., consumer choices, behavior, knowledge, and information diffusion).

  Abstract Disability glare is associated with veiling luminance caused by light from bright sources being scattered within the eyes of observers, thereby reducing retinal luminance contrast. This study compares the reduction in observers’ performance in the presence of glare with veiling luminance in the eye, calculated using a non-subjective method. A total of 42 observers performed a target detection task in the presence of a glare source in conditions similar to street lighting at night. Luminance contrast thresholds were measured for each observer under different levels of glare. Results show that, while veiling luminance has a significant effect on the performance of observers, its effect is lower than expected from contrast loss. Furthermore, the performance of observers over the age of 50 is unaffected by increasing the glare level.

  Abstract Data on geographical concentrations of economic activities, such as manufacturing, construction, wholesale and retail trade, financial services, etc., are important for identifying clusters of economic activities (EAs) and concentrations of forces behind them. However, such data are essentially sparse due to limited reporting by individual countries and administrative entities. For example, at present, Eurostat provides EA data for <50% of all regional subdivisions of the third tier of the Nomenclature of Territorial Units for Statistics (NUTS3). Measurements of light at night (LAN), as captured by satellite sensors, are likely to differ in intensity, depending on the source. As a result, LAN levels can become a marker for EAs; the present study attempts to verify this possibility. As the present analysis indicates, the inclusion of LAN intensities in multivariate models (in addition to standard economic and locational variables) helps to explain up to 88.8% of the EA variation, performing especially well for manufacturing, construction, and agriculture (the adjusted coefficient of determination (R2-adjusted) is in the range of 0.754–0.888). The study thus confirms the feasibility of using LAN satellite measurements for reconstructing geographical patterns of EAs, information that may be restricted or is unavailable due to sparse or incomplete reporting.
