Abstract |
Remote sensing of night lights differs from other sources of remote sensing in its ability to directly observe human activity from space as well as in informing us on a new type of anthropogenic threat, that of light pollution. This special issue focuses on studies which used newer sensors than the Defense Meteorological Satellite Program – Operational Line-Scan System (DMSP/OLS). Most of the analyses focused on data from the Visible Infrared Imaging Radiometer Suite (VIIRS) nighttime sensor (also called the Day/Night Band, or VIIRS/DNB in short), for which the first instrument in the series was launched in 2011. In this editorial, we provide an overview of the 12 papers published in this special issue, and offer suggestions for future research directions in this field, both with respect to the remote sensing platforms and algorithms, and with respect to the development of new applications. |

Abstract |
Outdoor lighting offers many benefits to its users and is often considered a necessity for an active lifestyle when living in modern society. Sustainable outdoor lighting should fulfil the functional needs of the users, be cost- and energy-efficient, and result in minimal environmental impact. So far, a limited number of studies have been able to present clear strategies on how to plan and use outdoor lighting to ensure that it contributes towards sustainable development. Therefore, this study aimed to answer the following questions: (1) How many of the previously established sustainability indicators are already used by municipalities in their lighting planning? (2) Which types of indicators are not used by municipalities? Another aim of the study was to further develop the framework of sustainability indicators by adding new indicators that were identified from lighting plans of Swedish municipalities and the existing literature. In this study, lighting master plans from 16 randomly chosen Swedish municipalities with varying population sizes were analyzed. The results show that few sustainable indicators are used by the municipalities’ lighting plans, especially in the social dimension. The existing framework of sustainability indicators was developed by adding new indicators. Furthermore, 28 new indicators were identified, eight originated from new studies and the literature, and 20 originated from the municipalities’ lighting master plans. This study shows that there is a need for guidelines and recommendations for working with outdoor lighting from a sustainability perspective, especially in the social dimension of sustainability, where most of the new indicators were identified. |

Abstract |
Emerging forms of alternative or even niche tourism represent a dynamic trend in tourism development. Astrotourism is completely off the beaten path. The aim of this study is to provide a deeper insight into this phenomenon. It strives to reveal motivations, experiences, and perceptions of its participants. It also aspires to propose its complex definition as an activity including both terrestrial astrotourism and space tourism. It is suggested to perceive it not only as a form of alternative and/or niche tourism, but also that of mass and professional tourism. To reach these objectives, the authors analyzed relevant published studies and astrotourism products presented on relevant websites and social media. They elaborated the collected secondary data by mental mapping and the comparative analysis of terrestrial and space tourism products. Moreover, the authors collected primary data through a survey with open-ended questions addressed to persons interested in astrotourism and through semi-structured interviews with terrestrial astrotourism participants and personalities. The results provide insight into both the specifity and variability of astrotourism and their typical products, as well as a discussion of their future trends. They also bring a motivation spectrum for the astrotourism participants and benefits perceived by them. |

Abstract |
Public space lighting (PSL) is indispensable after the natural dark. However, little is known about how much PSL people actually need to feel sufficiently safe in different real-world urban settings. The present study attempts to answer this question by employing a novel real-time interactive approach, according to which, observers use a specially-designed mobile phone application to assess and report the perceived attributes of street lighting and the feeling of safety (FoS) it generates. To validate the proposed approach, a systematic survey was conducted in three cities in Israel—Tel Aviv-Yafo and Haifa, which lie on the Mediterranean coast, and Be’er Sheba, which lies inland. Additionally, instrumental PSL measurements were performed at the same locations. As the study reveals, the necessary level of illumination required by urban residents to feel safe differs by city and is significantly higher in Be’er Sheba, other factors held equal, in compare to Haifa and Tel Aviv-Yafo. This difference may be attributed to stronger daylight that the residents of the desert city of Be’er Sheba are accustomed to, and, therefore, may prefer stronger nighttime illumination. The difference could also be related to the relatively low socio-economic status and somewhat higher crime rates in the latter city. Findings also show a significant and positive association between FoS and instrumentally measured PSL levels, although this association exhibits diminishing returns. To the best of our knowledge, the present study is the first to use an interactive location- and time-based mobile phone technology, which can potentially provide more accurate and reliable assessments, compared to traditional “pen and paper” survey techniques. |

Abstract |
The fundamental change in nocturnal landscapes due to the increasing use of artificial light at night (ALAN) is recognized as being detrimental to the environment and raises important regulatory questions as to whether and how it should be regulated based on the manifold risks to the environment. Here, we present the results of an analysis of the current legal obligations on ALAN in context with a systematic review of adverse effects. The legal analysis includes the relevant aspects of European and German environmental law, specifically nature conservation and immission control. The review represents the results of 303 studies indicating significant disturbances of organisms and landscapes. We discuss the conditions for prohibitions by environmental laws and whether protection gaps persist and, hence, whether specific legislation for light pollution is necessary. While protection is predominantly provided for species with special protection status that reveal avoidance behavior of artificially lit landscapes and associated habitat loss, adverse effects on species and landscapes without special protection status are often unaddressed by existing regulations. Legislative shortcomings are caused by difficulties in proving adverse effect on the population level, detecting lighting malpractice, and applying the law to ALAN-related situations. Measures to reduce ALAN-induced environmental impacts are highlighted. We discuss whether an obligation to implement such measures is favorable for environmental protection and how regulations can be implemented. |
