  Abstract (up) Current scientific research demonstrates how critical the effects of city nighttime illumination are upon cognitive and biological health1 – which needs to be adequately acknowledged, understood and addressed by conscious cities and the plans they develop. Until recent decades, the design of nighttime lighting was determined mostly by electrical engineers who often applied technical standards to meet the requirements of vehicle-focused cities. Unfortunately, consideration of pedestrians and their visual needs to navigate throughout urbanscapes at night were ignored, and so too, was the impact that artificial lighting might have on them, and the environment. Today, the majority of urban city lighting has been installed without full awareness of its impact, and as a result, artificial light at night (ALAN) and light pollution have become an obvious public nuisance, a health risk and an environmental burden2,3. While poor lighting has its drawbacks, a lack of lighting can have many positive aspects, and urban settings can benefit from protecting, preserving and promoting natural darkness. We present two recent planning and design initiatives of London, in the UK, where the quality of light and value of darkness were not given the degree of attention and consideration they deserve. This paper has particular relevance for urban policy makers, city planners, architects, designers, consultants and researchers as it explores the various problems caused by the obvious lack of responsible nighttime illumination.

  Title Spatial distribution of building energy use in the United States through satellite imagery of the earth at night Type Journal Article

  Abstract (up) Despite the importance of geospatial analysis of energy use in buildings, the data available for such exercises is limited. A potential solution is to use geospatial information, such as that obtained from satellites, to disaggregate building energy use data to a more useful scale. Many researchers have used satellite imagery to estimate the extent of human activities, including building energy use and population distribution. Much of the reported work has been carried out in rapidly developing countries such as India and China where urban development is dynamic and not always easy to measure. In countries with less rapid urbanization, such as the United States, there is still value in using satellite imagery to estimate building energy use for the purposes of identifying energy efficiency opportunities and planning electricity transmission. This study evaluates nighttime light imagery obtained from the VIIRS instrument aboard the SUOMI NPP satellite as a predictor of building energy use intensity within states, counties, and cities in the United States. It is found that nighttime lights can explain upwards of 90% of the variability in energy consumption in the United States, depending on conditions and geospatial scale. The results of this research are used to generate electricity and fuel consumption maps of the United States with a resolution of less than 200 square meters. The methodologies undertaken in this study can be replicated globally to create more opportunities for geospatial energy analysis without the hurdles often associated with disaggregated building energy use data collection.

  Abstract (up) Despite the importance of high-resolution population distribution in urban planning, disaster prevention and response, region economic development, and improvement of urban habitant environment, traditional urban investigations mainly focused on large-scale population spatialization by using coarse-resolution nighttime light (NTL) while few efforts were made to fine-resolution population mapping. To address problems of generating small-scale population distribution, this paper proposed a method based on the Random Forest Regression model to spatialize a 25 m population from the International Space Station (ISS) photography and urban function zones generated from social sensing data—point-of-interest (POI). There were three main steps, namely HSL (hue saturation lightness) transformation and saturation calibration of ISS, generating functional-zone maps based on point-of-interest, and spatializing population based on the Random Forest model. After accuracy assessments by comparing with WorldPop, the proposed method was validated as a qualified method to generate fine-resolution population spatial maps. In the discussion, this paper suggested that without help of auxiliary data, NTL cannot be directly employed as a population indicator at small scale. The Variable Importance Measure of the RF model confirmed the correlation between features and population and further demonstrated that urban functions performed better than LULC (Land Use and Land Cover) in small-scale population mapping. Urban height was also shown to improve the performance of population disaggregation due to its compensation of building volume. To sum up, this proposed method showed great potential to disaggregate fine-resolution population and other urban socio-economic attributes.

  Abstract (up) Despite the omnipresence of artificial and natural light exposure, there exists little guidance in the United States and elsewhere on light exposure in terms of timing, intensity, spectrum, and other light characteristics known to affect human health, performance, and well-being; in parallel, there is little information regarding the quantity and characteristics of light exposure that people receive. To address this, the National Center on Sleep Disorders Research, in the Division of Lung Diseases, National Heart, Lung, and Blood Institute, held a workshop in August 2016 on circadian health and light. Workshop participants discussed scientific research advances on the effects of light on human physiology, identified remaining knowledge gaps in these research areas, and articulated opportunities to use appropriate lighting to protect and improve circadian-dependent health. Based on this workshop, participants put forth the following strategic intent, objectives, and strategies to guide discovery, measurement, education, and implementation of the appropriate use of light to achieve, promote, and maintain circadian health in modern society.

Evidence has accumulated on the early life programming effects of light exposure on the maturing visual axis and the developing circadian rhythm. Consideration of the effects of light at night and insufficient light during the day should occur when giving anticipatory guidance in the care of newborn infants. Long-term health consequences of light imprinting may occur with inappropriate light-dark environments during the newborn period.
