Abstract |
GDP remains too much of an imprecise measure of the standard of living. There
is a need for either substitutes or complements. Nighttime lights are a reasonable indicator of the extent, scale, and intensity of socio-economic activities, but a poor measure of national welfare. However, if nighttime lights are understood to constitute externalities, then their effects can be used to adjust measured growth for welfare. From that angle, nighttime lights appear to exert sub-optimal positive externalities in developing countries, and supra-optimal negative externality in developed countries. This means that even if we assume equal growth rates in developing and developed countries, welfare is enhanced by increasing nighttime lights in developing countries and reduced by increasing nighttime lights in developed countries. |

Abstract |
Rapidly increasing usage of telecommunication systems causes new transmission technologies and networks to emerge. Not only the efficiency, reliability and accessibility of the network are important, but also the economic issues. One cost-effective solution could be power line communication (PLC) technology, which transmits data using the existing electricity infrastructure. The application of this communication technique is an attractive and innovative solution for the realization of smart cities and smart homes. With intelligent control networks, energy savings can be optimized and the operating as well as maintenance costs can be reduced. Since outdoor lighting systems are the major consumers of electricity, to create a modern, energy-efficient city, intelligent street lighting control is needed. This paper provides an overview of power line communication principles including the theoretical background of data communication, modulation techniques, channel access methods, protocols, disturbances and noises. Furthermore, in order to highlight the benefits of a PLC-based street lighting control system, a pilot project will be presented. |

This article develops the term “media prophylaxis” to analyze the ways technologies are applied to challenges of calibrating one’s body with its environment and as defenses against endemic, human-made harms. In recent years, self-illuminated screens (like those of computers, phones, and tablets) have been identified by scientists, journalists, and concerned individuals as particularly pernicious sources of sleep-disrupting light. By tracing the history of circadian research, the effects of light on sleep patterns, and the recent appearance of software like “f.lux,” Apple’s “Night Shift,” and “Twilight,” this article shows how media-prophylactic technologies can individualize responsibility for preventing harm while simultaneously surfacing otherwise ignored forms of chronic suffering. |

Abstract |
A possibility to monitor the reclamation activities by remote sensing was discussed. The lights observed in the night time by Day Night Band (DNB) of Visible Infrared Imaging Radiometer Suite (VIIRS), ocean color observed in the day time by visible bands of VIIRS were the tools to monitor the surface activities, and the Automated Information System (AIS) was used to verify the types and number of vessels associated with the reclamation activities. The lights as the radiance from the surface were monitored by the object based analysis, where the object was defined as a radius of 5 km from the center of the Mischief Reef in the South China Sea (SCS). The time history of surface lights exhibited the increase of the radiance from January to May 2015 and the radiance was kept in the certain level to December 2016 with some variations. The ocean color, chlorophyll-a concentration as a proxy of sediments, showed an increase from February to June 2015 and returned to a low concentration in August 2015. According to the historical data of AIS, the number of dredgers has increased from February to August 2015 and the maximum number of dredgers was recorded in June 2015. The timing of increase of lights from surface, increase of chlorophyll-a concentration, and increase of number of vessels are consistent. |
