Title Delineating Spatial Patterns in Human Settlements Using VIIRS Nighttime Light Data: A Watershed-Based Partition Approach Type Journal Article

Abstract As an informative proxy measure for a range of urbanization and socioeconomic variables, satellite-derived nighttime light data have been widely used to investigate diverse anthropogenic activities in human settlements over time and space from the regional to the national scale. With a higher spatial resolution and fewer over-glow and saturation effects, nighttime light data derived from the Visible Infrared Imaging Radiometer Suite (VIIRS) instrument with day/night band (DNB), which is on the Suomi National Polar-Orbiting Partnership satellite (Suomi-NPP), may further improve our understanding of spatiotemporal dynamics and socioeconomic activities, particularly at the local scale. Capturing and identifying spatial patterns in human settlements from VIIRS images, however, is still challenging due to the lack of spatially explicit texture characteristics, which are usually crucial for general image classification methods. In this study, we propose a watershed-based partition approach by combining a second order exponential decay model for the spatial delineation of human settlements with VIIRS-derived nighttime light images. Our method spatially partitions the human settlement into five different types of sub-regions: high, medium-high, medium, medium-low and low lighting areas with different degrees of human activity. This is primarily based on the local coverage of locally maximum radiance signals (watershed-based) and the rank and magnitude of the nocturnal radiance signal across the whole region, as well as remotely sensed building density data and social media-derived human activity information. The comparison results for the relationship between sub-regions with various density nighttime brightness levels and human activities, as well as the densities of different types of interest points (POIs), show that our method can distinctly identify various degrees of human activity based on artificial nighttime radiance and ancillary data. Furthermore, the analysis results across 99 cities in 10 urban agglomerations in China reveal inter-regional variations in partition thresholds and human settlement patterns related to the urban size and form. Our partition method and relative results can provide insight into the further application of VIIRS DNB nighttime light data in spatially delineated urbanization processes and socioeconomic activities in human settlements.

Title Sustainable Lighting Policies: The Contribution of Advertisement and Decorative Lighting to Local Light Pollution in Seoul, South Korea Type Journal Article

Abstract We carried out field measurements to determine the contribution of advertisement and decorative lighting to local light pollution in Seoul. We used the lighting limits set by the “Light Pollution Prevention Act”, which regulates light pollution, as measuring criteria. Our results show that both advertisement and decorative lighting are significant contributors to local light pollution in Seoul. Thirty percent of advertisement lighting measured in our study areas exceeded the legal limits. Moreover, we found that certain types of advertisement lighting are more likely to cause light pollution than the others. In addition, 73% of the decorative lighting found in our sample areas exceeded the legal limits. Based on our findings, we suggest that local light pollution policies establish a curfew time when all advertisement and decorative lighting must be completely turned off. Such an approach is essential in reducing lighting levels in outdoor environments. Furthermore, it lessens the burden on law enforcement personnel, who otherwise must ensure that advertisement and decorative lighting levels are kept within the legal limits. In light of the ongoing debate over the role of lighting in public well-being and the sustainability of cities, the present study provides a discussion on the status and management policy of light pollution caused by advertisement and decorative lighting.

Abstract Most street lights currently deployed have constant illumination levels or vary

based on a predetermined schedule. However, with advances in lighting controls, intelligent transportation systems, and the efforts of transportation agencies at regional and national levels to better sustain and manage the transportation system by monitoring the roadway network, many different types of real-time traffic data are available; which enables the implementation of a traffic responsive outdoor light system. The International Commission on Illumination (CIE) has proposed a class-based lighting control model based on a number of roadway parameters, some of which are traffic related. However, the adaptation of the available traffic data to the existing model is not obvious. In addition, the CIE model can be improved to better reflect traffic characteristics to increase energy efficiency of the overall street lighting system. The intention of this research is to quantify the relationship between real-time traffic, and roadway lighting and to develop a control strategy based on real-time traffic data in order to reduce light energy consumption, enhance safety, and maximize throughput of the roadway. Significant energy savings were observed when the proposed control strategy was implemented in two case studies using available lighting and traffic data for Washington, DC, and Montgomery County, MD, representing urban and rural roadway networks, respectively.

Abstract Light pollution and nature preservation, are new trends in which the European cities are involved as they evolve into Smart Cities. Internet of Things are changing the way that sensors and management control systems are designed and implemented. In this article, our main objective is to present an Outdoor Light Desktop Central Management architecture using current IoT (Internet of Things) and GIS technologies to improve the energy efficiency, user experience and safety feeling at the same time we are going to decrease light pollution of LED lamps. The challenge is to provide a lighting control system to suit each zone, from residential areas and public spaces to industrial parks, and each context. Furthermore, the design of the technological multi-platform able to operate with any kind of electrical device will be useful in the area of outdoor lighting.

Abstract Satellite-derived nighttime light images are increasingly used for various studies in relation to demographic, socioeconomic and urbanization dynamics because of the salient relationships between anthropogenic lighting signals at night and statistical variables at multiple scales. Owing to a higher spatial resolution and fewer over-glow and saturation effects, the new generation of nighttime light data derived from the Visible Infrared Imaging Radiometer Suite (VIIRS) day/night band (DNB), which is located on board the Suomi National Polar-Orbiting Partnership (Suomi-NPP) satellite, is expected to facilitate the performance of nocturnal luminosity-based investigations of human activity in a spatially explicit manner. In spite of the importance of the spatial connection between the VIIRS DNB nighttime light radiance (NTL) and the land surface type at a fine scale, the crucial role of NTL-based investigations of human settlements is not well understood. In this study, we investigated the pixel-level relationship between the VIIRS DNB-derived NTL, a Landsat-derived land-use/land-cover dataset, and the map of point of interest (POI) density over China, especially with respect to the identification of artificial surfaces in urban land. Our estimates suggest that notable differences in the NTL between urban (man-made) surfaces and other types of land surfaces likely allow us to spatially identify most of the urban pixels with relatively high radiance values in VIIRS DNB images. Our results also suggest that current nighttime light data have a limited capability for detecting rural residential areas and explaining pixel-level variations in the POI density at a large scale. Moreover, the impact of non-man-made surfaces on the partitioned results appears inevitable because of the spatial heterogeneity of human settlements and the nature of remotely sensed nighttime light data. Using receiver operating characteristic (ROC) curve-based analysis, we obtained optimal thresholds of the nighttime light radiance, by equally weighting the sensitivity and specificity of the identification results, for extracting the nationwide distribution of lighted urban man-made pixels from the 2015 annual composite of VIIRS DNB data. Our findings can provide the basic knowledge needed for the further application of current nighttime light data to investigate spatiotemporal patterns in human settlements.
