Abstract: Improving knowledge of the light output of digital billboards is important to better assess their effect on driver distraction when they are installed along roads. In this work the emission of an LED based billboard is measured when playing advertising video-clips. In particular the average and the maximum values of the luminance are evaluated. The same video-clips are also analyzed when shown on an LCD monitor, aiming at separating the variability of the videos and of the playing device. The results allow to evaluate an utilization factor of the billboard: the videos have an average luminance around 11% and a peak luminance of 35% of the maximum luminance obtainable from the billboard. The power consumption of the billboard is measured, aside the photometric analysis. The luminance of the device are found linearly dependent on both the power and the effective current absorbed by the device from the grid, with a discrepancy within 6%. It could be a useful information for billboard manufacturers to qualify their product when they do not own photometric instruments.

Abstract: Intelligent lamp control system has been widely studied all over the world because of its energy saving and social effect. In this paper, a new intelligent lamp control method based on charge induction for moving target is proposed. The detection model is established with the surface charge induction and verified by a luggage detection experiment. The intelligent lamp control system using the detection method is carried out. The performance of the system demonstrates that the proposed method can detect the moving target at any orientation whatever with or without occlusion and the detection distance can reach more than 3 m for the pedestrian.

Abstract: Workers in construction and transportation sectors are at increased risk for work-related injuries and fatalities by nearby traffic. Barricade-mounted warning lights meeting current specifications do not always provide consistent and adequate visual guidance to drivers and can contribute to glare and reduced safety. Through an implementation of sensors and wireless communications, a novel, intelligent set of warning lights and a tablet-based interface were developed. The lights modulate between 100% and 10% of maximum intensity rather than between 100% and off in order to improve visual guidance and adjust their overall intensity based on ambient conditions. The lights can be synchronized or operated in sequential flash patterns at any frequency between 1 and 4 Hz, and sequential patterns automatically update based on global positioning satellite (GPS) locations displayed in the control interface. A successful field demonstration of the system verified that its functions were viewed favorably by transportation safety personnel.

Abstract: Most street lights currently deployed have constant illumination levels or vary
based on a predetermined schedule. However, with advances in lighting controls, intelligent transportation systems, and the efforts of transportation agencies at regional and national levels to better sustain and manage the transportation system by monitoring the roadway network, many different types of real-time traffic data are available; which enables the implementation of a traffic responsive outdoor light system. The International Commission on Illumination (CIE) has proposed a class-based lighting control model based on a number of roadway parameters, some of which are traffic related. However, the adaptation of the available traffic data to the existing model is not obvious. In addition, the CIE model can be improved to better reflect traffic characteristics to increase energy efficiency of the overall street lighting system. The intention of this research is to quantify the relationship between real-time traffic, and roadway lighting and to develop a control strategy based on real-time traffic data in order to reduce light energy consumption, enhance safety, and maximize throughput of the roadway. Significant energy savings were observed when the proposed control strategy was implemented in two case studies using available lighting and traffic data for Washington, DC, and Montgomery County, MD, representing urban and rural roadway networks, respectively.
